Motion by Councilmember DeLuca and seconded by Councilmember Pearson to approve Mr. John <br />Peterson's request and introduce Ordinance g90-X to rezone Chestnut Pond Addition from I-1 <br />Industrial to R-1 Urban Residential. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich and <br />Peterson. Voting No: None. <br /> <br />Case #5: Request for a Conditional Use Permit for a Commercial Greenhouse <br /> in an R-l; Case of Green Valley Greenhouse, Wayne Davis <br /> <br />Mr. Wayne Davis was present requesting a Conditional Use Permit for the Green Valley <br />Greenhouse at 6530 Green Valley Road N.W. It was noted that according to the City Engineer's <br />Report dated July 18, 1990 some of the items required in the site plan had not been provided. <br /> <br />Mr. Wayne Davis also noted that it appears natural gas will be available to his property in the very <br />near future and that may affect the design of his proposed addition to the warehouse on the <br />property. Mr. Hartley stated that if the building design is changed significantly, Mr. Wayne Davis <br />and the City would have to develop agreements relating to the newly designed building but Mr. <br />Wayne Davis would not be obligated to apply for a new Conditional Use Permit. Sylvia Frolik <br />requested clarification from City Council regarding Item #7 of the City Engineer's Report with <br />respect to the exterior finish of the proposed warehouse expansion. City Council indicated that <br />metal siding would be acceptable. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Peterson to table action on <br />Mr. Wayne Davis' request for a Conditional Use Permit until the special City Council meeting <br />scheduled for July 31, 1990 at 5:00 p.m. <br /> <br />Motion carded. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Peterson, Cich and <br />Pearson. Voting No: None. <br /> <br />Case #6: Central Park Ball fields <br /> <br />Mr. Hartley stated that City Staff is projecting a cost of $91,520.00 to construct two ball fields at <br />Central Park for use in 1991. The potential funding sources for this project are a loan from the <br />Landfill Trust Fund or a loan from the Park Trust Fund. <br /> <br />Bev Swanson, President of RYAA was present and stated that there was a meeting of RYAA on <br />July 23, 1990 and the issue of a bond referendum to pay back the cost of developing the two ball <br />fields was discussed. It was the consensus of those people present at the RYAA meeting that <br />RYAA would publicize and support a bond referendum that included improvements to benefit the <br />youth of Ramsey such as the ball fields, a swimming pool, etc. However, RYAA would have to <br />reconsider their commitment to support a bond referendum if it included things not relating to the <br />youth of Ramsey such as public buildings. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Peterson to adopt Resolution <br />//90-07-218 Ordering Plans and Specifications and authorizing funding of the develo¢~ent of two <br />ball fields at Central Park from an inner fund loan from the4r,amgfi~ Trust Fund. ~'!.:~ <br /> <br />Further Discussion: Finance Officer Sandra Ashley referred to Item #3 of the proposed resolution <br />and stated that it should be amended to indicate that the loan will bear an interest rate equal to the <br />City's annual average investment earnings. Mr. Hartley noted that Council had some discussion <br />regarding utilizing the fields for tournaments to generate revenue. Mr. Hartley stated that to do so <br />the fields would have to be developed to the extent that they would meet American Softball <br />Association sanction requirements.
