Ken Wagner, 16304 Hedgehog Street N.W. - inquired about the airport safety zoning ordinance <br />that was voted down in a special City election. <br /> <br />Mr. Otto replied that the special election was for that particular ordinance and the result was that the <br />ordinance was not allowed. There are still a number of options for Council in terms of <br />implementing airport safety zoning. At the time that ordinance was put to the vote of the public, <br />Ramsey was in a unique position in that it did not have ownership or control of an airport and the <br />only way airport safety zoning could be adopted was to have the City adopt an ordinance on its <br />own. Typically airport safety zoning ordinances are adopted through a joint airport zoning board <br />where all agencies affected are represented on the board and they have the authority to enact an <br />airport safety ordinance. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember DeLuca to proceed with the <br />improvement program for the Gateway North Industrial Airport. <br /> <br />Mayor Reimann called for a roll-call vote. Councilmember Kenneth Peterson - nay, <br />Councilmember Alan Pearson - aye, Mayor Gary Reimann - aye, Councilmember Stephen F. <br />DeLuca - aye, and Councilmember Richard Cich - nay. <br /> <br />Motion carded. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to issue a notice to <br />proceed to develop the first stage acquisition program for Gateway North Industrial Airport. <br /> <br />Further Discussion: Mr. Otto noted that the funds to develop the first stage acquisition program <br />were previously allocated by City Council. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca and Pearson. Voting No: <br />Councilmembers Cich and Peterson. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember PearSon to direct City Staff <br />to update the five-year capital improvement program for Gateway North Industrial Airport. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca and Pearson. Voting No: <br />Councilmembers Peterson and Cich. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to direct City Staff <br />to detail financing alternatives for Gateway North Industrial Airport for City Council consideration <br />and prepare drafts and documents for entering into agency agreements. <br /> <br />Further Discussion: Councilmember Cich inquired as to what Ramsey's share of the cost of <br />improvements to Gateway North Industrial Airport will be. Mr. Otto replied that the overall airport <br />improvement program over a 20 year period without development of hangars is estimated at 7.7 <br />million dollars; Ramsey's share would be approximately $814,000.00. Mr. Otto further noted that <br />stage I improvements for Gateway North Industrial Airport is estimated at $6 millions dollars of <br />which $672,000.00 would be Ramsey's share. <br /> <br />Motion carded.
