City can accept the force main which goes from the landfill to north of Highway #10. There will <br />also be a system in place to shut down any discharge from the landfill in the event of a storm or the <br />storm sewer system is filled to capacity. WMMI must also obtain the necessary permits from <br />PCA, who monitors the quality of the water being discharged. In addition, WMMI will indemnify <br />the City under their general indemnification. <br /> <br />Steve Kollodge, WMMI Engineer, thought that WMMI and the City Staff are in agreement and that <br />it is in everyone's interest to get the groundwater clean-up under way. <br /> <br />Councilmember DeLuca suggested that the terminology "the best available technology" be inserted <br />since the project will last for many years and there may be a time when better technology is <br />available. <br /> <br />Mr. Goodrich suggested stating "a minimum of 95 percent or the best available technology, <br />whichever is greater". <br /> <br />Councilmember DeLuca suggested on Page 3, Item 6, that the televising be done for the new <br />section of sewer line as well as the old. <br /> <br />Mr. Goodrich agreed that was the intent, but suggested it be clarified by adding the wording "that <br />would televise the entire system down to the river". <br /> <br />Councilmember DeLuca noted the exact northern point where the City's sewer line will be <br />terminated has not been defined. Mr. Jankowski explained the intent is to bring it to the north <br />property line of the Burlington North Railroad tracks and whatever is reasonable beyond that to <br />make the system work. <br /> <br />Councilmember DeLuca noted the storm sewer system may be needed for the McKinley Street <br />extension, thinking there may be some cost savings to doing both projects together. He urged Mr. <br />Jankowski to investigate that further. <br /> <br />Mr. Jankowski didn't know if the time flame would be such that the two could be done together, <br />but he will look at it more closely. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Cich to approve the <br />agreement granting authorization to Waste Management of Minnesota, Inc. to discharge processed <br />groundwater into the City's storm sewer system as proposed by the City Attorney. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmember DeLuca, Cich, Pearson and <br />Peterson. Voting No: None. <br /> <br />Case #6: Becky Weiss Bike Roadeo <br /> <br />Finance Officer Ashley reviewed the receipt of a donation to be used on behalf of the Becky Weiss <br />Bike Roadeo to promote bicycle safety in the City of Ramsey. Because it is on behalf of a private <br />event, in order to accept the donation and make future disbursements, the City Council must agree <br />that this is something that should happen within the financial records of the City. She suggested <br />the funds be placed in the restricted fund called "Peace Officer Fund". <br /> <br />Police Chief Mike Auspos explained some of the items needed for the roadeo. The donation was <br />made to the Ramsey Police Department and deposited in a restricted fund.
