Motion by Councilmember DeLuca and seconded by Councilmember Cieh that bated on the <br />contingency that a written policy is in place, the acceptance of donations, disbursements and <br />necessary reporting and the safekeeping function of funds on behalf of the Becky Weiss Bike <br />Roadeo is authorized. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmember DeLuca, Cich, Pearson and <br />Peterson. Voting No: None. <br /> <br />Case #'7: <br /> <br />Rename River's Bend Park Handicapped Portion to David R. Hartley <br />Park <br /> <br />Mr. Hartley stated he is honored by the request but asked to be excused for this portion of the <br />meeting. Council agreed and Mr. Hartley left the Council Chambers at this time and returned <br />following the discussion of this item. <br /> <br />Thomas Williams, 5180 - 157th Lane N.W. - stated the citizens want to recognize the services of <br />Mr. Hartley without whose efforts there may never have been the handicapped portion of the <br />River's Bend Park. He stated Mr. Hartley actively worked for that project, has always been open <br />to the people, has always taken time to explain things, and has done a commendable job. He felt <br />the park is there because of Mr. Hartley and it should have his name. <br /> <br />Councilmember Cich felt this item should go before the Park and Recreation Commission for their <br />input first. <br /> <br />Mr. Williams disagreed, feeling this has nothing to do with the Park and Recreation Commission. <br /> <br />Councilmember Pearson also disagreed. He stated that Mr. Hartley has done a fantastic job for the <br />City, and certainly the park would never have happened if it hadn't been for him. <br /> <br />Mayor Reimann felt Mr. Hartley did an outstanding job the time he was with the City of Ramsey. <br /> <br />Motion by Mayor Reimann and seconded by Councilmember Pearson to name the handicapped <br />portion of the River's Bend Park the David R. Hartley Park. <br /> <br />Further discussion: Attorney Goodrich stated it has been a City policy not to name parks after <br />individuals, though the Council can change that policy. Councilmember-elect Glen Hardin thought <br />in the past the naming of parks with an individual's name has been done posthumously. <br />Councilmember-elect Sheila Beyer said she would like to see the matter sent to the Park and <br />Recreation Commission for their recommendation. <br /> <br />Motion carried.
