<br />RAMSEY CITY COUNCIL <br />PUBLIC HEARING <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />ST ATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Wednesday. September 5, 1990 at the <br />Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota regarding <br />Improvement Project #89-13 (sanitary sewer, watermain, storm sewer and street improvements of <br />Rivlyn Avenue N.W.). <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Alan Pearson <br />Councilmember Kenneth Peterson <br />Councilmember Stephen F. DeLuca <br />Council member Richard Cich <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Engineer Steven Jankowski <br />Zoning Administrator Sylvia Frolik <br />Peter Raatikka, Hakanson Anderson Associates <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order at 8:00 p.m. <br /> <br />... <br />i <br /> <br />PRESENTATION <br /> <br />Mr. Raatikka stated that Project #89-13 is still under construction with restoration yet to be <br />completed. Mr. Raatikka stated that the total project cost is $139,193.55. There are 18 units to be <br />assessed for a per unit assessment of $6,816.37. Following this hearing, the residents have 30 <br />days to pay the assessment without incurring any interest; if not, the assessment will be added to <br />the tax rolls for a ten (10) year period beginning in May of 1991 at an interest rate of 8.8%. <br /> <br />CITIZEN INPUT <br /> <br />Keith Kiefer - 6203 Rivlyn Avenue N.W. - Mr. Kiefer stated that he objects to the assessments. <br />Mr. Kiefer stated that this public hearing resulted because Rivlyn Avenue was in a state of disrepair <br />and the Council asked the Ramsey residents to petition for a feasibility study to reconstruct it along <br />with the incorporation of sewer and water. Mr. Kiefer also noted that the City's policy is to <br />participate by 50% in the cost of reconstruction of blacktop streets and this is not reflected in the <br />amount proposed to be assessed to the residents. Mr.Kiefer also stated that there are 21 properties <br />that benefit from the improvement and this has not been taken into consideration. Mr. Kiefer <br />presented a petition from the area residents requesting that the City participate in 50% of the <br />reconstruction of the road. <br /> <br />Mr. Raatikka confirmed that there are three units that are outside of the project area that will be <br />paying their fair share at the time that they connect to the services. Those properties have two <br />years to connect.
