Motion by Commissioner Bawden and seconded by Commissioner LaDue to recommend <br />City Council approval of the site plan for the proposed Hauser Properties building with <br />accesses as proposed by the applicant. <br /> <br />Amendment by Commissioner Deemer and seconded by Commissioner Bawden to require <br />that the northerly access on Cry. Rd. #83 have a south bound right turn lane and a north <br />bound by-pass lane and that 'no left turn' signs be posted in the north bound lane at the <br />southerly access. <br /> <br />Amendment carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, <br />LaDue, Bawden and Deemer. Voting No: None. Absent: Commissioner Ten5,. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, LaDue, <br />Bawden and Deemer. Voting No: None. Absent: Commissioner Terry. <br /> <br />Chairman Zimmerman suggested that Jon Albinson request Anoka County to review the <br />proposed traffic pattern for the subject development. <br /> <br />Case #4: Request For Sketch Plan Review Of Wood Pond Hills P.U.D.; <br /> Case Of B.L.H. Development: <br /> <br />Commissioner Deemer noted that he owns property adjacent to the subject property; he is <br />purchasing a small parcel of land from the developer that is not included in the plat; he will <br />participate in the case discussion and voting. <br /> <br />Mr. Banwart stated that the proposed P.U.D. consists of 135 urban residential lots. In <br />addition to the 20% open space requirement of a P.U.D., City Staff is recommending <br />acquisition of a trail corridor and cash to satisfy park dedication requirements. <br /> <br />Paul Pearson of McCombs, Frank and Roos, was present representing B.L.H. <br />Development. Paul stated that it is the developer's intent that 20% open space be dedicated <br />as public space and not be included as a part of the homeowner's association. <br /> <br />Chairman Zimmerman was not in favor of reduced sizes on those lots abutting Nowthen <br />Blvd. N.W. because of their exposure to a major thoroughfare. Mr. Banwart indicated that <br />it was the developer's intent to utilize that property adjacent to a major thoroughfare for the <br />development of starter homes on smaller lots. <br /> <br />Tile Commission proceedec to review the City Engineer's report dated February 27, 1990. <br /> <br />Mr. Banwart noted that when the MUSA boundaries were amended, the subject plat was <br />included in the MUSA boundary, with the exception of the westerly portion of Outlot A. <br />Mr. Banwart does not foresee any problems in obtaining Metro Council approval to have <br />the MUSA boundary corrected to include all of the subject plat. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Hendriksen to accept <br />the sketch plan for Wood Pond Hills P.U.D. and recommend proceeding to the preliminary <br />concept approval stage as per the City Engineer's report dated February 27, 1990. <br /> <br />Planning & Zoning Commission/March 6, 1990 <br /> Page 5 of 8 <br /> <br /> <br />
