Sly Pactecon Model PC No. 218- <br />6) in a separate structure was purported by the Applicant to <br />lower potential particulate emissions to a level of less than <br />0.01 grains per dry standard cubic foot. <br /> <br />That the Applicant proposes to operate a custom fabricated <br />sweating furnace of 7' diameter, 9' length with an input <br />capacity of 200~'/hour and a Shaffer Aluminum Recovery Furnace <br />Model 2500 with an input capacity of 2000 lbs/hr, of feedstock <br />material with a rated propane burner of 3mm BTU/hr. <br /> <br />That staff observed the melt furnace in operation on September <br />12 and 27, 1990 and observed no visible emissions from the <br />melting operation. <br /> <br />That the Applicant has stated that the aluminum processing <br />facility will meet State (MPCA) and Federal (EPA) emission <br />standards. <br /> <br />That no other conditional use permits have been issued in the <br />City of Ramsey for a similar use other than that of the <br />current permit holder but that another aluminum recovery <br />business is located adjacent to the City at 700 Industrial <br />Boulevard in Anoka. <br /> <br />That the MPCA has found the facility to be exempt from <br />requiring an air emissions permit from MPCA and that this was <br />based on the conclusion that the potential to emit each of the <br />criteria pollutants is less than 25 tons per year. <br /> <br />That the Applicant is evaluating an afterburner system which, <br />if successful, would replace the baghouse facility. <br /> <br />That the second furnace would double the processing capacity <br />and thereby reduce the length of time individual feedstock <br />components are stored on site. <br /> <br />That no emissions testing documentation has yet been received <br />by the City. <br /> <br />That at least six complaints or incident reports were filed <br />in 1989 due to smoke and/or emissions or open burning and that <br />these have been reduced to ~ reports in 1990. <br /> <br />That the Applicant is using a holding tank for on site sewage <br />and is pumping it on a periodic basis. <br /> <br />That the building wiring has not passed a state electrical <br />inspection. <br /> <br /> <br />
