November 20, 1990 <br /> <br />PROPOSED FINDINGS OF FACT <br />ALUMINUM RECYCLING, INC. <br /> <br />That Mr. Glenn Rychner, hereinafter referred to as the <br />"Applicant", properly applied for a conditional use permit to <br />develop and operate an aluminum processing and ~ recycling <br />facility on October 16, 1990. <br /> <br />That the Applicant appeared before the Planning and Zoning <br />Commission for a public hearing pursuant to Section 170.013D <br />of the Ramsey City Code on November 20, 1990 and that said <br />public hearing was properly advertised and that the minutes <br />of said public hearing are hereby incorporated by reference. <br /> <br />That the subject property is generally known as 14280 Sunfish <br />Lake Blvd. and is legally described as follows: <br /> <br />The east 600.00 feet of the south 200.00 feet of the <br />Northeast Quarter of the Southeast Quarter, Section 27, <br />Township 32, Range 25, Anoka County, Minnesota subject <br />to Anoka County Highway Right-of-Way. <br /> <br />That the subject parcel is approximately 2.48 acres in size. <br /> <br />That the subject parcel is located in the I-1 Industrial <br />District. <br /> <br />That the adjacent parcels are zoned I-1 Industrial. <br /> <br />That the parcels to the east across Sunfish Lake Blvd. are <br />developed as residential and that the proposed use is within <br />500 feet of an occupied dwelling. <br /> <br />That the Applicant has submitted supporting documents as <br />follows: <br /> <br />History of Business <br />Operational Plan <br />Operational Plan Addendum A <br />Site Plan Addendum <br />US EPA letter of May 18, 1988 and Application <br />Air Emission Facility Permit %2293-89-OT-1 <br />Site Plan dated 10/16/90 and revised 10/18/90, further <br /> revised 11/14/90 <br />Building Plan dated 10/22/90 (uncertified). <br /> <br />The identified supporting documents are incorporated herein <br />by reference. <br /> <br />That the Applicant's Operational Plan states that "materials <br />accepted would be glass, paper, plastic, aluminum, brass, <br />copper, crc.'~. and other non-hazardous metals". <br /> <br /> <br />
