November 20, 1990 PROPOSED FINDINGS OF FACT ALUMINUM RECYCLING, INC. That Mr. Glenn Rychner, hereinafter referred to as the "Applicant", properly applied for a conditional use permit to develop and operate an aluminum processing and ~ recycling facility on October 16, 1990. That the Applicant appeared before the Planning and Zoning Commission for a public hearing pursuant to Section 170.013D of the Ramsey City Code on November 20, 1990 and that said public hearing was properly advertised and that the minutes of said public hearing are hereby incorporated by reference. That the subject property is generally known as 14280 Sunfish Lake Blvd. and is legally described as follows: The east 600.00 feet of the south 200.00 feet of the Northeast Quarter of the Southeast Quarter, Section 27, Township 32, Range 25, Anoka County, Minnesota subject to Anoka County Highway Right-of-Way. That the subject parcel is approximately 2.48 acres in size. That the subject parcel is located in the I-1 Industrial District. That the adjacent parcels are zoned I-1 Industrial. That the parcels to the east across Sunfish Lake Blvd. are developed as residential and that the proposed use is within 500 feet of an occupied dwelling. That the Applicant has submitted supporting documents as follows: History of Business Operational Plan Operational Plan Addendum A Site Plan Addendum US EPA letter of May 18, 1988 and Application Air Emission Facility Permit %2293-89-OT-1 Site Plan dated 10/16/90 and revised 10/18/90, further revised 11/14/90 Building Plan dated 10/22/90 (uncertified). The identified supporting documents are incorporated herein by reference. That the Applicant's Operational Plan states that "materials accepted would be glass, paper, plastic, aluminum, brass, copper, crc.'~. and other non-hazardous metals".
