That a WMMI recycling center is located approximately three fourths of a mile north of this site which provides recycling drop off for miscellaneous metals, aluminum, glass and newspaper. That a conditional use permit has been issued in the City of Ramsey~ a ~.~.~~-~ ...... -~ for an aluminum processing facility at 14050 Basalt Street N W. That the current business has operated for eleven years on undeveloped land in the city of Anoka on the former H&S property without a Conditional Use Permit. That the Applicant indicates that the property is well suited to his needs due to its close proximity to the landfill and large supply of methane gas. That the Applicant states that the production level is estimated to be an average of 10,000 lbs. of aluminum per day. That the Applicant has identified operating equipment as two melt furnaces, conveyors, small skid-type loader, forklifts, backhoe tractor and Series 300 crane with magnet. That the Applicant has designated an Area A and Area B on the site plan submitted October 16, 1990. That the Applicant has indicated that purchasing of material, receiving and weighing materials and customer parking would occur in Area A. Further that some material would be stored in Area A until suitable material volume is achieved at which time it would be moved to Area B by forklift. That the Applicant has indicated that production, recovery and storage would occur in Area B of the site but would not necessarily be confined to a building. Further, that Area B would be separated from Area A by a screened security fence and gate. That the Applicant's site plan indicates that all drives and parking in Area A will be hard surfaced.
