22. <br /> <br />23. <br /> <br />24. <br /> <br />25. <br /> <br />26. <br /> <br />27. <br /> <br />28. <br /> <br />29. <br /> <br />30. <br /> <br />31. <br /> <br />32. <br /> <br />gravel rather than hard surfaced in Area B. <br /> <br />That the operational plan indicates that feedstock is <br />transferred to a melt furnace, aluminum is separated from <br />other metals, cast into ingots and then moved to storage for <br />cooling. <br /> <br />That the feedstock for aluminum processing stated by the <br />Applicant may consist of scrap from industrial locations, <br />recyclable material from recovery processes, aluminum parts <br />from vehicles, and miscellaneous forms of aluminum <br />contaminated with small portions of steel. <br /> <br />That the Applicant has stated that they provide recycling <br />services for material such as aluminum cans, plastic, glass, <br />paper, cardboard and tin cans. <br /> <br />That the business has an EPA identification number for <br />Hazardous Waste Activity consisting of using off spec used oil <br />for burner fuel. <br /> <br />That the MPCA has granted air emission facility permit %2293- <br />89-0T-1 dated July 19, 1989 for the construction and operation <br />of the emission facility and pollution control equipment at <br />the business's previous site in Anoka. <br /> <br />That the two furnaces consist of a homemade furnace with an <br />input capacity of 1500 pounds per hour fueled with used oil <br />and United Corp. Model AS-990 furnace with an input capacity <br />of 2000 lbs. per hour fueled by used oil and/or natural gas. <br /> <br />That both furnaces are equipped with afterburners and that the <br />height of smokestacks would be 28' above ground. <br /> <br />That no emissions testing documentation for this facility has <br />been received by the City. <br /> <br />That the Applicant has stated that the intent is to <br />discontinue use of off spec oil and fuel the furnaces with <br />methane. The furnaces, however, will be equipped to burn oil <br />or methane and oil or natural gas -~ <br /> w~== be used as fuel at <br />times. <br /> <br />That the Applicant has stated that recyclable materials such <br />as glass, plastic, office paper, cardboard and newspaper would <br />be received in Area A, Dlaced stcrcd in containers and then <br />moved to van trailers in Area B for temporary storage until <br />a full load is comprised for transport. <br /> <br />That the Applicant has indicated that additional processing <br />is not anticipated to be done with the recyclables unless a <br />baler is warranted to facilitate shipping of plastic and <br />cardboard. <br /> <br /> <br />
