Presentation
Chairperson Nixt stated he was under the impression there was a Highway 10 moratorium.

Associate Planner Geisler stated it does not impact this property; the moratorium is to the north
at this section of Highway 10.

Associate Planner Geisler advised Pearson Investments, LLC is proposing to construct a 10.5
acre RV sales and service center on the property generally located on Riverdale Drive at Alpaca
Street and U.S. Highway 10. She stated the proposed sales and service center includes an 18,900
square foot building that will house 10 service bays and office space. The subject property is
zoned B-2 Business; RV sales and service are a permitted use in this district.

Associate Planner Geisler indicated the proposed buildings exceed the required front, rear, and
side yard setbacks. She stated a 20 foot wide green space is required adjacent to all roads. This
requirement is met along Riverdale and Alpaca Street, but is not provided along the Highway 10
frontage. She indicated a 20-foot green space will need to be shown along the entire length of
this frontage. The proposed development is adjacent to residential property to the south. She
noted in this situation, City Code requires a 50-foot buffer yard and an increase in the number of
plantings required. She stated a fence is shown along a portion of the southern boundary of the
development; Staff recommends extending this fence along the entire southern boundary.

Associate Planner Geisler advised additional trees and shrubs will be required to fully meet City
Code landscaping requirements. The proposed building appears to meet architectural standards
for finish materials. She stated the applicant has submitted a revised grading and drainage plan
since the original submittal. This revised plan shows two sizable detention ponds intended to
manage the development's storm water on-site, one north of Riverdale and one to the south.

Associate Planner Geisler advised Staff recommends site plan approval contingent upon
compliance with City Staff Review Letter dated September 24, 2003. However, staff also
recommended that the Planning Commission require a revised site plan submittal before sending
the case to the City Council for consideration. She stated Staff has received the revised site plan
earlier in the day, however they have not had a chance to review the changes.

Commission Input
Chairperson Nixt asked if the applicant had received and reviewed the Staff Review Letter.

Neil Frazen, lawyer for Pearson Investments, stated there was one issue with the buffer and
screening. He indicated the closing took place a few hours before the City Council rezoned this
property to B-2. He indicated one change to this rezoning was the buffer change from 40 to 50
feet. He stated they are dealing with large vehicles, and most of the discussions with City
Engineer Jankowski and Associate Planner Geisler have related to drainage and site utilization.
He indicated he questions the need for a 50 foot buffer, and wonders if putting a fence screen
along the entire south line is not a duplicate effort of screening and providing a buffer. He stated
they also had proposed locating the trash enclosure, propane tank and drainage facility next to the

Planning Commission/October 2, 2003
