Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Brauer, Shepherd, <br />Van Scoy, and Watson. Voting No: None. Absent: None. <br /> <br />NOTE CITY COUNCIL MINUTES <br /> <br />1) City Council regular meeting minutes dated August 12, 2003 <br />2) City Council regular meeting minutes dated August 26, 2003 <br />3) City Council regular meeting minutes dated September 9, 2003 <br /> <br />Chairperson Nixt noted the City Council minutes. <br /> <br />Commissioner Brauer expressed concern over a comment at the bottom of page 54 of the City <br />Council notes. It states 'they were at the 11th hour, but it was not because of the developer, it is <br />due to shortfalls in staffing, and a lack of a quorum with the Planning Commission.' He <br />indicated he is not aware of any situation where there was a lack of a quorum when the Town <br />Center was on the agenda. He indicated he just wanted to note it and get it on record so residents <br />do not think the Planning Commission has held things up. <br /> <br />City Councilmember A1 Pearson stated he thinks the attendance issue has been blown out of <br />proportion. He has looked at the attendance record for the Commission and understands you <br />cannot make every meeting. He stated the Commission does a good job for the City and saves <br />the Council a lot of time. He indicated the job is important, and it is important the City keep on <br />schedule with this project also. <br /> <br />Commissioner Brauer reiterated it is not the Planning Commission holding up the project. <br /> <br />Councilmember Pearson stated he will not argue either way; he indicated maybe the Task Force <br />should have been more in touch with the Planning Commission. He believes it is a lack of <br />information. <br /> <br />Chairperson Nixt stated if issues are not being addressed for the City Council in a satisfactory <br />fashion, he hopes the City Council will bring those issues up in an appropriate forum. He <br />indicated the Planning Commission has gone to great lengths to have special meetings and work <br />sessions to get these projects through as fast as they can, and he would like to have a meaningful <br />dialogue with the City Council on the attendance issue. <br /> <br />Councilmember Pearson agreed they should have a joint forum. He indicated he wished he could <br />attend more of the Planning Commission meetings, as it is better to get the information first <br />hand. <br /> <br />Commissioner Johnson asked if the Town Center was ever on an agenda where they did not have <br />a quorum. <br /> <br />Assistant Community Development Director Trudgeon indicated he did not believe so. <br /> <br />Planning Commission/October 2, 2003 <br /> Page 3 of 17 <br /> <br /> <br />
