Chairperson Nixt added the City does have a tendency to encourage indoor storage. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Brauer to recommend that the <br />City Council adopt findings of fact relating to approval of David and Gale Hennek's request for a <br />conditional use permit for an oversized accessory building. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Brauer, Shepherd, Van <br />Scoy and Watson. Voting No: None. Absent: None. <br /> <br />Case #3: <br /> <br />Request for a Conditional Use Permit to Process Demolition Concrete in the <br />E-2 Employment District; Case of Sauter and Sons, Inc. <br /> <br />Presentation <br />Assistant Community Development Director Trudgeon advised City Code requires a conditional <br />use permit for storage, collection, transportation, treatment, utilization, processing, transfer, <br />intermediate disposal and final disposal of solid waste. He stated City Staff defines demolition <br />concrete as solid waste. He indicated Tom Sauter of Sauter and Sons, Inc., is in the excavation <br />and demolition business. He stated the applicant is requesting a permit from the City to stockpile <br />demolition concrete on site and crush it into aggregate for use on other job sites. He indicated <br />the applicant has submitted an amendment to their 2000 site plan that identifies a 70' x 120' area <br />to be used for stockpiling concrete rubble. They have stated that the stockpile height will be <br />restricted to 10 feet. He indicated the plan is to hire a crusher to come on the site once a year and <br />reduce the concrete rubble into aggregate for placement on job sites. It is anticipated that this <br />could be accomplished in a 2-day period. He advised that on a drive-by inspection on August 29, <br />2003, it appeared that demolition asphalt is also being deposited on the stockpile. <br /> <br />Assistant Community Development Director Trudgeon explained the site plan does not identify <br />any screening being added to the site. He indicated the original site plan approved in January of <br />2001 included planting trees on the south, east and west property lines. The trees were planted <br />but are not fully established and therefore screening at this point is non-existent. He indicated no <br />plantings were required along the north property line and the concrete stockpile is very visible <br />from 143~d Avenue NW. He further explained the City has been aggressively redeveloping this <br />industrial area and has expended approximately $2,318,000.00 to date on the Applicant's site, <br />RJM Enterprises to the north and redevelopment of the Old Castle Concrete site to the northwest. <br />He indicated the City is in the process of selling the vacant, adjacent parcel to the north for <br />redevelopment, and this month is processing a site plan for new development on the adjacent <br />property to the east of the Applicant's parcel. <br /> <br />Planning Commission/October 2, 2003 <br /> Page 7 of 17 <br /> <br /> <br />
