Assistant Community Development Director Trudgeon advised City <br />denial of the request for a conditional use permit for several reasons: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />City's investment in redeveloping this industrial area; <br />Private investment in developing individual sites; <br />Lack of adequate screening; <br /> <br />Staff is recommending <br /> <br />The uncertainty of environmental aspects associated with demolition materials; <br />The activity not being compatible with current and proposed development in the <br />Industrial Park. <br /> <br />Chairperson Nixt asked if the applicant was currently operating under a conditional use permit. <br /> <br />Assistant Community Development Director Trudgeon stated they were not; it is a permitted use <br />for what the company currently does. <br /> <br />Public Hearing <br /> <br />Commissioner Watson clarified they were applying for a permit to stockpile the concrete but it <br />appears they are already doing it. <br /> <br />Assistant Community Development Director Trudgeon stated that was correct. He indicated <br />Staff noticed the pile and told Mr. Sauter that he would need to apply for a conditional use permit <br />or remove the pile. He noted that at the last meeting the applicant asked to have the matter tabled <br />while they gathered additional information on the environmental aspects. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Brauer to close the public hearing at <br />8:30 p.m. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioner Brauer, Johnson, Shepherd, Van <br />Scoy, and Watson. Voting No: None. Absent: None. <br /> <br />Commission Input <br /> <br />Commissioner Johnson stated he hates to send it through to the City Council without having <br />gone through it with the applicant, but he is troubled by Staff's concerns. <br /> <br />Assistant Community Development Director Trudgeon noted that although the applicant was <br />notified in writing of the meeting this evening, he or a representative for the company are not in <br />attendance. <br /> <br />Commissioner Watson stated he has the same concerns as Staff. He believes this has some real <br />environmental aspects that they do not have enough information on to base a decision. <br /> <br />Commissioner Van Scoy noted when they bring in the crusher there will be significant noise <br />issues in addition to the dust.
