ORDINANCE NO. 89- <br /> <br /> CITY OF RAMSEY <br />ANOKA COUNTY, MINNESOTA <br /> <br />AN ORDINANCE REGULATING THE DUMPING OF GARBAGE, REFUSE, SITE <br />DEVELOPMENT AND CONSTRUCTION DEBRIS. <br /> <br />The City of Ramsey ordains: <br /> <br />SECTION 1. AMENDMENT. <br /> <br /> Chapter 110.18 of the City Code entitled "Dumping of Garbage <br />and Refuse" is amended to provide as follows: <br /> <br />110.181 ACTS FORBIDDEN <br /> <br />No person, corporation, partnership, joint venture, <br />association or other form of business association shall leave, <br />place, throw or deposit, or cause or permit any other person <br />to leave, place, throw or deposit in or upon any street or <br />public place, or in or upon any vacant or private lot or <br />premises, any ashes, rubbish, upon any vacant or private lot <br />or premises, any ashes, rubbish, garbage, refuse or other like <br />or similar substance or materials. <br /> <br />110.182 CONSTRUCTION SITE DEBRIS <br /> <br />On each construction site residential or commercial where <br />a building permit is required and or issued by the City, <br />a commercial dumpster shall be maintained for the purpose <br />of depositing all construction debris generated by the <br />construction project. In lieu of a commercial dumpster, <br />a fenced area constructed of snow fencing or posts and <br />woven wire, or a bin constructed of plywood, chipboard <br />or of posts and wood railings (crib like) may be <br />provided. <br /> <br />Each construction site shall be cleaned of construction <br />debris daily, with said debris being deposited in the <br />receptacle described in paragraph a. above. <br /> <br />Ail construction debris shall be hauled from the site and <br />deposited in a licensed landfill. The burying of <br />construction debris or any other type debris on a <br />construction site or on any property within the City is <br />prohibited. <br /> <br />A Certificate of Occupancy and Septic System Permit shall <br />not be issued until a construction site is free of <br />construction debris, stumps, and cleared trees and <br />vegetation. <br /> <br />117 <br /> <br /> <br />
