ORDINANCE NO. 89- CITY OF RAMSEY ANOKA COUNTY, MINNESOTA AN ORDINANCE REGULATING THE DUMPING OF GARBAGE, REFUSE, SITE DEVELOPMENT AND CONSTRUCTION DEBRIS. The City of Ramsey ordains: SECTION 1. AMENDMENT. Chapter 110.18 of the City Code entitled "Dumping of Garbage and Refuse" is amended to provide as follows: 110.181 ACTS FORBIDDEN No person, corporation, partnership, joint venture, association or other form of business association shall leave, place, throw or deposit, or cause or permit any other person to leave, place, throw or deposit in or upon any street or public place, or in or upon any vacant or private lot or premises, any ashes, rubbish, upon any vacant or private lot or premises, any ashes, rubbish, garbage, refuse or other like or similar substance or materials. 110.182 CONSTRUCTION SITE DEBRIS On each construction site residential or commercial where a building permit is required and or issued by the City, a commercial dumpster shall be maintained for the purpose of depositing all construction debris generated by the construction project. In lieu of a commercial dumpster, a fenced area constructed of snow fencing or posts and woven wire, or a bin constructed of plywood, chipboard or of posts and wood railings (crib like) may be provided. Each construction site shall be cleaned of construction debris daily, with said debris being deposited in the receptacle described in paragraph a. above. Ail construction debris shall be hauled from the site and deposited in a licensed landfill. The burying of construction debris or any other type debris on a construction site or on any property within the City is prohibited. A Certificate of Occupancy and Septic System Permit shall not be issued until a construction site is free of construction debris, stumps, and cleared trees and vegetation. 117
