Otte inquired if it i> C:,uncil's desire to remain witt; this policy.

Council consensus was that P.U.D.'s should participate in thc l'~ublic park system and
direcled City Staff to redraft thc P.U.D. ordinance accordi~;gly.

Mr. Otto inquired as to Council's desire for a time frame for fulfilling park dedication
r,. quirements.

Council determined that park dedication requirements should be fulfilled at the time of final
plat approval.

Mr. Otto noted that developers would be responsible for certain basic park improvements
and inquired if it is Council's desire to give credit for such improvements. If so, it is
conceivable that th,~ City could owe a su'txqivider large mounts that were not budgeted for.

'Council consensus was that subdividers would be required to make basic park
improvements with no credit given unless the sult, divider constructed a segment of the multi-
use trail system. Subdividers would not be required to construct a~;y portion of the
Mississippi Trail Corridor as it is intended to be County owned and operated.

Mr. Otto stated that the draft park dedication proposes that park dedication for
resubdivision of lots within the MUSA would be $500/dwelling unit rather than 10% of the
fair market v',.flue of the new lot being created.

Council a~eed with requiring $500/dwelling unit for resubdivision of lots in the MUSA
area.

Case #3: Fire Department Remodeling:

Mr. Hartley briefly reviewed plans for remodeling the Fire Department.

Motion by Councilmember Cich and seconded by Councilmember DeLuca to adopt
Resolution #89o06-131 receiving bids and awarding contract for Fire Department
remodeling.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich
and Peterson. Voting No: None.

Case #4: Review Horse Ordinance:

Mr. Hendriksen from the Planning and Zoning Commission was present to review the
most recent version of the proposed horse ordinance based on past discussions with City
Council. Some discussion ensued regarding whether or not the role of the Horseman's
Committee should be advisor3, or enforcement.

Motion by Councilmember P~terson and seconded by Councilmember Pearson to direct
City Attorne,, Goodrich to rework the Horseman's Committee section and present the
ordinance to kity Council for introdu:.tion.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Pearson, Cich, DeLuca
and Petersr,n. Voting Nc: None.

City Council/June 13, 1989
