Mayor Reimann called the meeting back to order at 10:13 p.m. <br /> <br />Council proceeded to review the proposed Planning and Zoning findings of <br />fact ~ amended per the October 26, 1988 City Council workshop and the <br />November 10, 1988 City Staff meeting with Waste Management of Minnesota, <br />Inc. <br /> <br />Cou~cil consensus was that the following proposed findings shall indicate <br />as follows: <br /> <br />f-72. <br /> <br />~73 · <br /> <br />That the proposed use, as a whole, will not be unduly dangerous <br />to persons residing or working in the vicinity of the use. <br /> <br />That the proposed use, as a whole, will not be detrimental to <br />persons residing or working the vicinity cf the use. <br /> <br />f~74. That the proposed use, as a whole, will not substantially <br /> adversely impair the use of surrounding property. <br /> <br />~J75. That the proposed use, as a whole, will not substantially <br /> adversely impair the enjoyment of surrounding property. <br /> <br />~76. <br /> <br />That the proposed use, as a whole, will be harmonious with and <br />in accordance with the specific objectives of the Comprehensive <br />Plan, etc. <br /> <br />~;77. <br /> <br />~78 · <br /> <br />That the proposed use, as a whole, will be designed, <br />constructed, operated and maintained so as to be harmonious and <br />appropriate in appearance with the existing or intended <br />character of the general vicinity. <br /> <br /> -.: <br />That the proposed use will change the essential character of the <br />area. <br /> <br />#79. <br /> <br />#80. <br /> <br />That the proposed use, taken as a whole, will not be disturbing <br />to existing neighboring uses. <br /> <br />Deleted. <br /> <br />C-83. <br /> <br />~-84. <br /> <br />That the landfill expansion will not be detrimental to the <br />economic welfare of the community. <br /> <br />That the proposed use, as a whole, will involve uses, <br />activities, processes, materials, equipment and conditions of <br />operation that will not be detrimental to persons, property, <br />or the general welfare by reason of excessive production of <br />traffic, noise, fumes or odors. <br /> <br />985. <br /> <br />That the proposed use, as a whole, will be a substantial <br />improvement to property in the immediate vicinity and to the <br />community as a whole. <br /> <br />City Council/November 15, 1988 <br /> <br />Page 9 of 15 <br /> <br /> <br />
