Mr. Miller r~plied that OSHA requires shredder operators to wear safety glasses, hard hats <br />and gloves; no respitory masks and ear plugs are required. <br /> <br />Douglas Fountain - Stated that he attended the tire shredding demonstration and the <br />machine is very quiet; suggested that commissioners and councilmembers attend a <br />demonstration of the tim shredder. <br /> <br />Mr. Miller noted that the site is open to the public and WMMI is more than willing to <br />schedule more demonstrations when the equipment is on site; some councilmembers and <br />commissioners have attended a demonstration. <br /> <br />William Rybak - Inquired as to what happens to the 70,000 tires and 60 tons of chips <br />stored on the site if WMMI finds that there is not a market for tire chips or the shredding <br />operation is not turning a profit. <br /> <br />Mr. Miller replied that strict financial liability has been placed on WMMI at the State and <br />County level. WMMI is providing $.66/dre in a bonding mechanism for closure operations <br />and if the tire chip market ceases, time lines have been imposed on WMMI for removal of <br />the material and ff it is not removed, the State and Count), can drab' on the bond to have the <br />matedaI removed. <br /> <br />Kay McCulley - Inquired as to how the State plans to handle the tire material removed. <br /> <br />Mr. Miller replied that Senator Dahl is proposing legislation to establish 6 fire storage sites <br />in Minnesota <br /> <br />Sharon Dahl~en - Inquired if the tire shredder would be relocated in or out of Ramsey <br />when thc sial hill is developed. <br /> <br />Mr. Miller stated that it is possible that the tire shredding operation would relocate out of <br />Ramsey but WMMI would take into consideration developing a permanent site on the <br />existing property. If Site P becomes a reality, WMMI does not know how much of it's <br />property will be condemned and if there would be enough area remaining for a fire <br />shredding operation. <br /> <br />Harold Zupon - Inquired as to how the possibility of arsen will be dealt with. <br /> <br />Edward Moersfelder replied that the site is fenced and gated; employees bill be on duty to <br />respond in the event something does happen. There will be special tire stacldng techniques <br />used that include fn"e lanes. <br /> <br />Mr. Miller noted that the tire dump in Andover had over 550,000 fires on the site; the <br />Ramsey site w/fl have a maximum of 70,0'00 tires on site. In the event of fn'e, <br />employees can be activated and the fire put out in a matter of a few hours. <br /> <br />Cormmissioner Hench'iksen requested translation in t~rns of the amount of space that would <br />be required to store 70,030 tires. <br /> <br />~ir.
