Hakanson <br />Anderson <br />Assoc., inc. <br /> <br />Engineers, Surveyors & <br />Landscape Architects <br /> <br />October 31, 1989 <br /> <br />Mr. Gerald Zimmerman, Chairman <br />Ramsey Planning & Zoning Commission <br />City of Ramsey <br />15153 Nowthen Boulevard N.W. <br />Ramsey, MN 55303 <br /> <br />Re: <br /> <br />Sketch Plan Review of <br />Stanhope Terrace <br /> <br />Dear Mr. Zimmerman: <br /> <br />We have reviewed the above referenced sketch plan which is located <br />in the R-iR Residential rural service area of the City. <br /> <br />Following is a list of comments resulting from our review of this <br />sketch plan: <br /> <br />The proposed plat consists of 16 lots of approximately 2.5 <br />acres each, the total plat consisting of 40 acres including <br />right-of-ways. <br /> <br />The subdivision is outside of the Rum River Shore!and <br />Management Area and therefore those district provisions do not <br />apply. <br /> <br />Lot sizes and street frontage comply with City code with lot <br />sizes including the areas to street centerlines. <br /> <br />Streets are laid out with 66' right-of-way widths. Street <br />names should be indicated on the preliminary plat. The <br />proposed cul-de-sac exceeds the 600' length permitted by City <br />Code by over 150'. An alternative which would comply with <br />City code is to provide access off of Roanoke Street across <br />from 153rd Lane (labeled 153rd Avenue on sketch plan) and <br />reconfigure Lots 1,2,3,4 and 5, Block 1. The street layout <br />should also provide access to the north and the west. <br /> <br />The 153rd Avenue N.W. street is a Municipal State Aid Street. <br />City Code states right-of-way widths on collector streets <br />should be 80 feet.
