Motion by Councilmember Peterson and seconded by Councilmember Cich to direct City <br />Stuff to draft a nudity ordinance for City Council's consideration. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Case #11: Report Regarding Installation Of New Lighting Controls At <br /> Central Park: <br /> <br />Mr. Hartley reported that manual switches for the lights at the Central Park ballfields have <br />been ordered and should be installed within a week. Park and Utilities Coordinator, Mark <br />Boos, will coordinate the procedure for using the ballfield lights with users of tim fields. <br /> <br />Case #12: Mississippi Trail Corridor Review Of Alternative Alignments: <br /> <br />Mr. Otto reported that the Mississippi Trail Corridor is a regional trail and the City has to <br />establish an alignment satisfactory to all agencies involved prior to receiving the additional <br />200 acres into the MUSA boundary. At issue at this point is the alignment west of Alpaca <br />Estates through undeveloped land. The Anoka County Park and Recreation Department <br />and Metropolitan Council recommend that the alignment be closer to the river, parallel to <br />Bowers Mississippi Acres versus along the Hwy. #10 corridor; the Ramsey Park and <br />Recreation Commission has concurred with that suggested alignment. <br /> <br />The consensus of the City Council was to direct Mr. Otto to submit a map to the reviewing <br />agencies indicating that portion of the proposed Mississippi Trail Corridor west of Alpaca <br />Estates not being aligned along the Hwy. #10 corrdior and not so close to the river as those <br />agencies have suggested, but rather through that undeveloped land west of Alpaca Estates <br />at the discretion of the developer. <br /> <br />The City Council also directed Mr. Otto to inform the owner of that property west of <br />Alpaca Estates of what is being submitted to the reviewing agencies as proposed alignments <br />for the Mississippi Trail Corridor. <br /> <br />Case #13: Special Joint Meeting With Planning And Zoning Commission <br /> To Discuss Surface Water Management Issues: <br /> <br />Mr. Hartley stated that there is a fair amount of discussion amongst cities, counties, <br />legislature and water management organizations regarding surface water management. Mr. <br />Hartley requested that the City Council and Planning and Zoning Commission conduct a <br />joint meeting for the purpose giving City Staff direction as to the City's position with <br />respect to legislative action regarding surface water management. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Cich to schedule a <br />joint meeting of the City Council and the Planning and Zoning Commission for December <br />12, 1989 at 6:30 p.m. to discuss surface water management. <br /> <br />Motion carried.
