the density of development could be permitted to 1 unit per 2.5 acres on the Gobernatz Addition. <br />Another option is to amend the ordinance to permit establishment of outlots, require park <br />dedication only on the new lots being created, designate the outlot as undevelopable until it is <br />platted and park dedication requirements are satisifed. Mr. Hartley recommended not <br />proceeding with outlots as they have created a lot of problems in the past because of difficulty in <br />following up whether or not they are buildable and conditions that apply to them. <br /> <br />After a lengthy discussion, the Council consensus was that they are interested in maintaining a <br />minimum 10% park dedication tee that tracks with density of development. They are also <br />interested in lessening the park dedication impact on owners of large parcels of that that wish to <br />split off a lot. Cily Staff was directed to prepare necessary paperwork for Council review that <br />would reflect the consensus of the discussion. <br /> <br />Mr. Goodrich noted that Mr. Gobernatz' minor subdivision is not dependent on Council discussion <br />of park dedication issues; that Mr. Gobernatz' decision lo delay filing his minor subdivision -' <br />until after Council discussion of the park dedication issue was his own choice. ' <br /> <br />Case #6: Possible Acquisition Of Lands Adjacent To Ramsey Municipal Center: <br /> <br />Mr. Hartley stated that there is an on-going need for additional City property to accommodate <br />relocation of a public works facility, expansion of garages to accommodate police squads, access <br />to 153rd for fire department, long term expansion needs of the Municipal Center, etc. The <br />property immediately north and adjacent to the Municipal Center is going to a minor subdivision <br />to accommodate the UPA substation; now would be an oppodune time to consider purchasing a <br />portion or the balance of the property. <br /> <br />Motion by Mayor Reimann and seconded by Counci!member DeLuca directing City Staff to <br />research the feasibility and cost for acquisition of property north and adjacent to Ramsey <br />Ivlunicipal Center. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Peterson, Pearson, Cich and <br />DeLuca. Voting No: None. <br /> <br />Case #7: Consider Fire Protection Contract With Anoka-Champlin Joint Fire <br /> Department: <br /> <br />Mr. Hartley recommended City Council approval to renew the contract with Anoka-Champlin <br />Joint Fire Department with the two year termination clause modified so the term of the <br />agreement lasts until December 31, 1990. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Cich to enter into a contract <br />with the Anoka-Champlin Joint Fire Department for fire protection services until December <br />31, 1990. <br /> <br />Further Discussion: Councilmember Cich stated that he does not feel the Ramsey Volunteer Fire <br />Department will be self-sufficient by December 31, 1990 and he is reluctant to specify a <br /> <br />City Council/January 24, 1989 <br /> <br /> .' -.. -~-¢~ ~-~_.: '~-; ~ <br /> <br /> <br />
