CITY COUNCIL <br />PUBLIC HEARING <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, August 29, 1989 at the <br />Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota regarding <br />proposed Improvement Project #8% 17 (blacktopping Bison Street N.W.). <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Richard Cich <br />Councilmember Alan Pearson <br />Councilmember Kenneth Peterson <br />Councilmember Stephen F. DeLuca <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Engineer Peter Raatikka <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order at 8:39 p.m. <br /> <br />PRESENTATION <br /> <br />Mr. Raatikka stated that the proposed project consists of upgrading Bison Street between <br />171 st and County Road #63. The street does require realignment into it's correct position. <br />The street section is proposed to be 2 inches of bituminous over 4 inches of Class 5 with 2 <br />inch berms on each side of the street. The estimated total cost of the project is $33,020.00; <br />7 units are proposed to be assessed; the estimated total assessment per unit is $4,717.14, <br />amortized over 10 years for an annual per unit cost of $734.93. The projected project <br />schedule is ordering plans in 60 days, approve plans in February, receive bids in March, <br />construction beginning in May and completion in June, assessment hearings in July and <br />assessments would be due with the 1991 real estate taxes. <br /> <br />CITIZEN INPUT <br /> <br />Aaron Hinton - 17200 Bison Su'eet N.W. - Inquired if the City Council is aware that the <br />City entered into an agreement in 1982 which indicates that the City will be responsible for <br />relocating Bison Street into it's correct alignment at the time the street is upgraded. <br /> <br />Mr. Raatikka stated that he will have the City Attorney review the agreement to which <br />Aaron Hinton has referred. <br /> <br />Medard Kaisershott - Stated that he owns property in the subject area and is also the <br />attorney representing Aaron Hinton. The agreement to which Mr. Hinton refers was <br />undertaken to resolve a number of title difficulties with Lot #1 (as it is referred to in Mr. <br />Raadkka's feasibility report). One of the difficulties was that Bison Street was misaligned <br />onto the property Mr. Hinton was proposing to purchase at that time.
