ISSUES RELATING TO PARK DEDICATION AND PARK FEES <br /> <br />By. William K. This subject again <br />specifically be discussed at the joint Council, Planning <br /> ~c~ At <br />Com~,ission and Park Commission meeting on February 22, ..... <br />that meeting we will present our recommendations in ordinance <br />for~.,, fc },our review. <br /> ......... ~ are the issues that eta_. <br />believe exist and our recommendations, based on },our January 24, <br />1989 discussion, for resolution of these issues. <br /> <br />ISSUE: <br /> <br />A review of the relationship between the current ordinance <br />requirement of the cash payment of $500/dwelling unit or 10% <br />of market value is required. The $500/unit appears to be <br />too high in most plats. However, in certain plats, ..... <br />amount is lower than the !0% of market value. Enclosed is a <br />listing of certain selected plats in the city showing the <br />relative comparisons. When reviewing the enclosed, please <br />note that the market values used are the City's assessed <br />values, which is not necessarily the per acre price actually <br />paid for the property. <br /> <br />The second issue relates to resubdivision. Currently, when <br />a parcel is subdivided into two parcels, park dedication or <br />payment cf park fee is required based on the gross value or <br />land area cf the entire plat. When any lot cf the plat is <br />resubdivided in the future, park dedication is again <br />required. This has the potential cf charging a park <br />dedication fee two or more times on the same parcel. <br />Language needs to be developed %o eliminate this potential <br />in order to be equitable to all concerned. <br /> <br />In those plats where land dedication is desired, the City <br />presently does not require the developer to make any <br />improvements to the property being dedicated. Other <br />commun~.es do require ~ne developer to make some <br />improvements. Tkis issue should be reviewed to dete_~mine if <br />~is ~s a re~airement Ramsey ~~ imD!ement <br /> <br /> <br />
