TO: <br /> <br />RE: <br /> <br />CITY EN~INEEF~S ASSOCIATION <br /> o'1' MINNESOTA <br /> <br />City Engineer or City Clerk <br />Ramsey <br />Reduction in Your Share of State Aid Road Funds <br /> <br />February 13, 1989 <br /> <br />Legislation (House File 1749) which was passed in 1988 provided for continuation <br />of the sharing by the state, counties, and cities of monies transferred from the <br />Motor Vehicle Excise Tax (MVET) to the Highway User Tax Distribution Fund. That <br />legislation has a Sunset Clause that will eliminate the counties and cities from <br />sharing those MVET funds in 1992. <br /> <br />This is a concern to all cities. The figures below will give you an idea of the <br />losses in State Aid funds for roads that your city will experience after 1991 <br />under the present law. The figures compare funds that are allocated to you in <br />1989 with the money you would have received in 1989 if the Sunset Clause cutoff <br />had taken effect in 1989. The actual figures for 1992 are unknown, at this time. <br /> <br />Actual 1989 Allocation <br /> <br />1989 Allocation <br />if MVET had been <br />Eliminated in 1989 <br /> <br />Net Loss in 1989 State Aid <br />Funds if MVET Funds had been <br />Eliminated for 1989 <br /> <br />$487,618 $459,746 $27,872 <br /> <br />The City Engineers Association of Minnesota unanimously passed the attached <br />Resolution concerning MVET funding. It is forwarded for your information and as <br />a sample that may be used for your city's consideration of passing a similar <br />resolution. <br /> <br />Your assistance in your city's passing and forwarding a similar resolution to <br />your legislators, and/or other contacts with your legislators, is encouraged. <br />Passage of legislation to eliminate the Sunset Clause and continue cities <br />sharing the MVET income for road purposes is important to all cities.
