10. <br /> <br />11. <br /> <br />12. <br /> <br />13. <br /> <br />Control of Operations. Ail hauling, extraction of rims, <br />shredding and other activities incidental to the waste tire <br />processing operation shall be conducted in conformance with <br />state and federal regulations and in accordance with the <br />applicable requirements of the Performance Standards of the <br />city Code (Section 170.017). Operations must be conducted so <br />as to minimize noise, safety, and dust or other nuisance <br />concerns to adjacent residential properties. <br /> <br />Limits on Temporary Tire Storaqe. No more than 70,000 waste <br />tires shall be allowed on the site at any one time. Waste <br />tires shall be stored within the confines of a 200 by 200 foot <br />area and shall be stacked no higher than 10 feet above ground. <br />Waste tires shall be stored in at least three separate areas <br />each separated by at least a 50' wide fire lane. <br /> <br />Tires must be stored in such a manner that a reasonably <br />accurate count of tires can be made by City authorized <br />inspector(s) without unnecessary delay or hardship. <br /> <br />Turnover of Waste Tires. No waste tire brought onto the ~ite <br />shall be stored for more than six weeks. At a minimum, the <br />tire shredder must be located and must be operationally <br />shredding tires on a schedule which assures that the <br />requirement of storing no waste tire on the site for more than <br />six weeks is met. <br /> <br />On-Site Fire Protection. WFfMI shall have available on-Site <br />sufficient fire fighting materials which at a minimum shall <br />be no less than 100 cubic yards of sand, 3,200 gallon capacity <br />tanker with water and foam extinguishers on each piece of <br />equipment such that advance efforts can be made in <br />extinguishing a fire either by WMMI personnel or City forces. <br /> <br />Mosquito Control. WP[MI shall conduct an effective mosquito <br />breeding control program on the Site of the waste tire <br />processing facility as shall be determined by the Metropolitan <br />Mosquito Control District. <br /> <br />Traffic. WI~MI's tire processing and haul vehicles shall <br />utilize U.S. Highway 10 and Sunfish Lake Boulevard (County <br />Road 57) exclusively when traveling to and from the Site. <br />WM/~I shall communicate and attempt to ensure that non-owned <br />vehicles traveling to the Site utilize these same roads. <br />Vehicles with origination points or service stops in the City <br />may utilize local roads as necessary. <br /> <br />Litter Control. WMMI shall be responsible for removing litter <br />and debris along Sunfish Lake Boulevard caused by vehicles <br />using the tire processing facility. Litter and debris removal <br />activities shall be instituted promptly following information <br />of such accumulation. In the event W~IMI fails to remove <br /> <br />2 <br /> <br /> <br />
