6)

Ail new development within the ~gJSA must connect to City
sewer.
MC will' not mandate 4/40 acre in writing rather City to
reference regional policy.

Observations:

It appears that MC will not approve any MUSA expansion or exchange
without addressing two key policies: 1) rural density, 2)
connection to sewer within MUSA area. Based cn staff discussion,
it also appears that MC is reluctant to expand the MUSA unless
ordinances are in place which address the two above items. I have
discussed the fact that the schedule would permit only the adoption
of resolutions or policy statements and responses to comments which
pertain to the above. If tightly formulated, MC may approve a MUSA
expansion.

Recommendation:

We will be receiving additional comments from MC prior to the
5/23/89 meeting and will present options and recommendations at
that time.

Council Action:

Motion to: Set a special meeting date for considerauion of
policies and resolutions to be submitted to MC by June 1.

Review Checklist:

City Administrator x
City Attorney
City Engineer
Community Development Dir.

Chief of Police
Finance Officer
Public Works Supt.
Other
