Ilan~qn-t, Community Development Director <br /> <br />Bacl~round: <br /> <br />During the platting process for Bulow's Addition end Riverview Estates Addition, numerous <br />events have occurred dealing with dedication for a trail corridor which will run along the <br />Mississippi River throughout the breadth of the Ci?' of Ramsey. Metropolitan Council has re,dew <br />authority and regional planning responsibilities and has indicated that there should be a regional <br />trail corridor which runs parallel to the Mississippi River. Anoka County Parks Department <br />would be the eventual owners and provide the maintenance of the trail. The Environmental <br />Quality Board has an interest in development in the Critical Rivers Corridor, until which time, the <br />City of Ramsey's Critical River Corridor Overlay Ordinance is approved by all other agencies. <br />The United States Department of the Interior National Park Set,dca has been directed by Congress <br />to establish a National Park along the Mississippi River (including Ramsey). Last but most <br />importantly, the City of Ramsay is ensuing a program of establishing a well dcfined parks and <br />trail system. <br /> <br />In addition, Ramsay is seeking Metropolitan Council approval to extend its Municipal Urban <br />Sen, ice Area (MUSA) boundaries and eliminating the i in 10 acre housing density requirement. <br /> <br />During the month of December, the City received responses from Anoka County Parks <br />Department, Metropolitan Council, and EQB recommending denial of final plat approval for <br />Bulow's Addition and Riverview Estates Addition, until which time, the City uses a 30 foot trail <br />corridor standard. <br /> <br />CiW Council requested and received a map from staff detailing the corridor area (parcel by parcel). <br />On JanuaD' 10, 1989, the Council directed a number of changes to the corridor map and directed <br />staff to contact the various concerned agencies and solicit a change in their position pursuant to the <br />proposed trail corridor map. On January 18, 1989, staff meet with Metropolitan Council, EQB, <br />Anoka County Department of Parks and Recreation, and the developers of Riverview Estates and <br />Bu]ow's Addition and presented the proposed Mississippi River Trail Corridor map. The results <br />of this meeting is that there is a consensus from the various agencies as to the integriW and layout <br />of the proposed Mississippi River Trail Corridor. Furthermore the agencies consensus is that <br />West of the Mississippi West County Park, the trail would assume a 75 foot wdde corridor up to the <br />point it merges into Highway 10 right-of-way (50 foot wide corridor width) then resuming the 75 <br />foot wide trail corridor West of the Wayside Park. East of the Mississippi West Count>' Park, the <br />trail would be a single tread corridor 35 feet in width (consistent with Ramsay Park and <br />Recreation Commission recommendations of January 12, 1989). The trail would then proceed to a <br />restricted area 17 feet, again widening through currently undeveloped tracts to 20 feet wide (as <br />recommended by City Council), to be again restricted to 17 feet and then proceeding to the CiW of <br />Anoka boundary. For your information, A map of the Proposed Mississippi River Trail Corridor <br />will be available at meeting. <br /> <br />On January 24, 1989, the Ramsay City Council approved a motion to direct City Staff to prepare <br />appropriate ordinance amendments and comprehensive plan amendments to insure the <br />development of the Mississippi Trail Corridor with appropriate alignments and width standards <br />for City Council discussion of January 10, 1989. <br /> <br />On February 22, 1989, at a special joint meeting of the City Council, Planning and Zoning <br />Commission and Park and Recreation Commission, the consensus of those present was to submit <br /> <br />/6/ <br /> <br /> <br />
