The proposed ordinance was submitted to and <br />responses received from the Anoka County Dept. of Parks & Recreation, and Metropolitan <br />Council. For your information, the following items are enclosed: <br /> <br />Proposed Draft Ordinance amending City Chapter 170.0112 (Ordinance #85-2 <br />a.k.a. Environmental Protection Chapter of the City Code of Ramsey, Minnesota <br />Letter from Anoka County Dept. of Parks and Recreation (MarCy, 1, 1989) <br />Letter from Metropolitan Council (March 17, 1989) <br /> <br />Observations: <br /> <br />The consensus of agencies regarding the alignment and standards of width for the proposed <br />Mississippi River Trail Corridor meets Regional and County needs. Specific concerns were <br />raised regarding the corridor route through undeveloped land west of Alpaca Estates. Ron Cox, <br />Park Planner with the Anoka County Department of Parks and Recreation pointed out a number of <br />concerns he had regarding the alignment of the proposed Mississippi River Trail Corridor. In <br />general, Metropolitan Council concurs with Anoka County's assessment of preferred trail <br />corridor alignment. <br /> <br />On April 13, 1989, the Ramsey Park and Recreation Commission concurred with these <br />recommendations and recommended revision of the trail alignment width standards. <br /> <br />On May 16, 1989, the t~amsey Planning & Zoning Commission made the recommendation to <br />approve the trail alignment and width standards as proposed by the Anoka Park and Recreation <br />Department. The Planning & Zoning Commission also stated that Anoka County/Metropolitan <br />Council should assist in the trail's acquisition and the funding of trail improvements. <br />Furthermore, the City should receive assurance from the County that horses be allowed on those <br />portions of the trail corridor that are two tread and that motorized vehicles not be allowed at all on <br />the Mississippi River Trail Corridor System. <br /> <br />~?,ecorflrnendafions: <br /> <br />Staff recommends that Council approve a revised Mississippi River Trail Corridor map <br />indicating the preferred alignments as shown by the Anoka County Dept. of Parks and <br />Recreation. <br /> <br />Council Action'- <br /> <br />Motion to approve/not approve to the proposed Mississippi River Trail Corridor map and introduce <br />the amendment pursuant to recommendations offered by the Anoka County Dept. of Parks and <br />Recreation letter and attached map dated March 1, 1989. <br /> <br />Review Checklis~ <br /> <br />City Administrator <br />City Attorney <br />City Engineer <br />Community Development Director <br /> <br />Chief of Police <br />Finance Officer <br />Planning & Zoning Commission <br />Park & Recreation Commission <br /> <br /> <br />
