Case ~ 8 <br /> <br />COST AGREEMENT WITH METROPOLITAN COUNCIL <br />FOR SITE P EIS TECHNICAL REVIEW <br /> <br />By: Mertand Otto <br /> <br />Background: <br /> <br />On July 25th, Sandra Ashley and I and other representatives of <br />other communities with candidate landfill sites met with Paul <br />Smith, Met Council. The purpose of the meeting with Met Council <br />was to discuss reimbursement of costs to communities for the <br />technical analysis of EIS's associated with candidate landfills. <br />Each community with a candidate site is eligible for cost <br />reimbursement up to $100,000 for data collection, technical review, <br />and analysis necessary to evaluate the draft EIS, siting decision <br />and permit documents. Costs which have bene incurred since <br />December 1, 1986 which are directly attributed to the EIS process <br />are eligible except for legal fees. <br /> <br />Attached is a memo from Paul Smith to Met Council's Environmental <br />Resources Committee which outlines additional background <br />information. Also attached is a resolution and a draft letter to <br />Met Council expressing the City's intent to enter into a cost <br />agreement with Met Council. <br /> <br />Staff Recommendation: <br /> <br />Staff recommends entering into a cost agreement with Met Council <br />for up to the maximum amount for reimbursement of costs incurred <br />in the technical review of the EIS. <br /> <br />Council Action: <br /> <br />Motion to adopt/not adopt resolution 89-__ authorizing the <br />Mayor and City Administrator to enter into a cost <br />reimbursement agreement with Met Council for up to $100,000 <br />for technical review of the EIS and support documents for <br />candidate landfill sites. <br /> <br />Review Checklist: <br /> <br />City Administrator x <br />city Attorney x <br />city Engineer <br />Community Development Dir. x <br /> <br />Chief of Police <br />Finance Officer <br />Public Works Supt. <br />Other <br /> <br />X <br /> <br /> <br />
