Ail Cily departments shall continue to work with the internship pro,ram and, special <br /> consideration tot employment wil; De giver, wherle;,er <br /> <br />Career Advancement <br /> <br />All job openings shall be posted on oesignaled 'Empioyee Boards.' t~,o presem employee <br />shall be discouraged or prevenled from applying tot any vacancy ior which the employee <br />is qualified. <br /> <br />A combination of education, past work experience and experience gained in the City's <br />employ shall be considered in assessing the qualifi~tions ct an applicant. Unnecessarily <br />narrow job requirements which might reduce competition tor promotion across <br />department or division lines or within the department or division shall be eliminated. <br /> <br />Protected class members employed by the City who have increased their skills and job <br />potential shall be encouraged to apply and compete for promotion. <br /> <br />J. Documentation of "Good Faith' Efforts to Reach Affirmative Action Goals <br /> <br />1. The record keeping malerials required to monitor the City Affirmative Action Program <br /> shall be readily accessible to all employees. <br /> <br />2. The Personnel Coordinator shall keep a written record of the efforts undertaken to meet <br /> City goals for employment of protective class employees. <br /> <br />o <br /> <br />Department Heads and the Personnel Coordinator shall review and comment on <br />unsuccessful City efforts 1o employ protected class members in accordance with the City <br />Affirmative Action goals and timetables. <br /> <br />K. Complaint Procedure <br /> <br />1. City Responsibility <br /> <br />The City has the responsibility to receive, investigate and attempt to resolve internal and <br />external charges of alleged violalions of its obligation under government regulations. <br />Appropriate action is taken to' assure tha( the' rights of individuals to file compiaints or <br />participate in investigations, hearings, .or any other, procedure for resoivin¢ such <br />complaints will be respected and not interfered with in any manner. . . <br /> <br />Should the final decision be adverse to the complainants, they are advised that they may <br />file charges with a government agency and are directed to posters identifying such <br />agencies and filing locations. , ,, <br /> <br />Complaints and all actions taken to resolve them th~'ough the City must be maintained in <br />strictest of confidence.
