Councilmember moved for its adoption: introduced the following resolution and RESOLUTION 89-11- RESOLUTION AUTHORIZING LETTER TO ANOKA COUNTY EXPRESSING CONCERNS OF CITY REGARDING CONSTRUCTION ACTIVITY FOR 116 IN RIVER'S BEND PARK. WHEREAS, the City Council of the City of Ramsey has supported the development of recreation facilities and the Rum River bridge crossing at River's Bend Park, and WHEREAS, facility improvements at the park were undertaken in 1988 and 1989, and WHEREAS, the Council's intentis to enhance outdoor recreation activities within the park, and WHEREAS, the Council's intent is to continue its support for the 116 Rum River bridge crossing, and WHEREAS, construction activity has recently been initiated for the Rum River bridge crossing. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That the Mayor is hereby authorized to express the City's limited concerns regarding the construction activity to Anoka County. 2) That the primary concerns are related to park user safety, park utilization and damage to park facilities during construction. 3) That the City authorizes limited use of the park road as a construction haul route on the condition that it is restored to existing or better condition and that activity does not interfere with park users or nearby residents. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: and the following abstained: and the following were absent: whereupon said resolution was declared duly passed and adopted by the Ramsey city Council this the 14th day of November, 1989.
