ORDINANCE #89- <br /> <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />AN ORDINANCE ESTABLISHING A PURCHASING POLICY REGULATING THE MANNER <br />IN WHICH PURCHASES ON BEHALF OF THE CITY OF RAMSEY MAY BE MADE AND <br />REPEALING ORDINANCE #84-12. <br /> <br />The Cily of Ramsey ordains: <br /> <br />SECTION 1. PURPOSE. <br /> <br />10.13.1 PURPOSE. <br /> <br />It is the purpose of this Chapter to establish a uniform, consistent policy to regulate and control <br />the manner in which purchases on behalf of the City of Ramsey are made. This Chapter is <br />adopted pursuant to and under the authority of Section 7.07.01 of the City Charter. <br /> <br />10.13.2 PURCHASES. <br /> <br />All City purchases shall have prior authorization and be documented with a Purchase Order <br />except for the following: <br /> <br /> 1. Professional services such as legal, engineering, auditing and fire lhat are <br /> rendered under an approved contract for such services. <br /> <br /> 2. Public improvement projects ordered by the City Council such as street paving, <br /> sealcoating, sewer, water and storm sewer. <br /> <br /> 3. Utility expenditures such as electricity, natural gas and telephone service. <br /> <br /> 4. Payroll and related expenses such as employee medical premiums, pension <br /> payments and mandatory State and Federal withholdings. <br /> <br /> 5. Routine expenditures such as surcharge reimbursement, insurance premiums, <br /> fuel for City vehicles, bond payments and gopher bounty payments. <br /> <br /> 6. Employee reimbursement for miscellaneous out-of-pocket expenses such as <br /> reimbursable meals and parking. <br /> <br />10.13.3. PURCHASE ORDER TYPES, <br /> <br />The City shall have two types of Purchase Orders as follows: <br /> <br /> 1. Minor Purchase Order: <br /> The Minor Purchase Order may not be used for the purchase of capital outlay <br /> <br /> <br />
