That the Applicants are proposing site improvements that include painting the building exterior; providing paint, wallpaper and carpeting in the office area; remodeling the bathroom with ceramic tile; replanting the lawn area at the building front; planting flowers at both of the property entrances. That according to the City's Comprehensive Plan, the subject site is located within the 1990 MUSA area; anticipated to be served by sanitary sewer and municipal water in the near future; and the proposed use would be inconsistent with anticipated future development. That the proposed use will increase traffic to and from the subject property. That the proposed use will not be unduly dangerous or otherwise detrimental to persons residing or working in the vicinity. That the proposed use will not substantially impair the use, enjoyment or market value of an5' surrounding property. That the proposed use will not be harmonious and in accordance with the specific objectives of the Comprehensive Plan. That the proposed use will be designed, operated and maintained so as to be appropriate in appearance with the existing character of the general vicinity but may change the intended character of the area. That the proposed use will not be hazardous or disturbing to existing or future neighboring USES. That the proposed use will be an improvement to the subject property. That the proposed use will not create excessive additional requirements at public cost for public facilities and services. That the proposed use will not involve uses, activities, processes, materials and equipment and conditions of operation that will be den-imental to any persons, property, or the general welfare by reason of excessive production of traffic, noise, smoke, fumes, glare or odors.
