10. <br /> <br />11. <br /> <br />That in September of 1989, the Applicant submined a prelinfinary plat for TOOTH ACRES <br />to develop the southern portion of the subject property with 21 single family residential lots <br />and retain the I- 1 Industrial zoning on the northern portion of the property. <br /> <br />That in December of 1989, the Applicant revised the TOOTH ACRES prelimina_D' plat to <br />include 15 R-1 Rural Residential lots, 1 R-1 Rural Residential Outlot and 4 I-1 Industrial <br />outlots to satisfy the intent of the Critical Rivers Ordinance. <br /> <br />That the proposed rezoning will not impair the use or market value of any surrounding <br />property. <br /> <br />That the proposed rezoning will be in accordance with the specific objectives of the <br />Comprehensive Plan. <br /> <br />That Se proposed mzoning will not change the essential character of the area. <br /> <br /> <br />
