Review Letter: MGM Wines & Spirits <br />November 26, 2003 <br />Page 2 of 3 <br /> <br />Screening: The abutting properties to the north, south, east and west are zoned business and <br />City Code does not require screening. <br /> <br />Landscaping: No additional site landscaping is required as a part of this minor expansion. <br /> <br />Architectural Standards: City Code restricts exterior wall finishes to natural or prefabricated <br />brick or stone or pre-cast concrete panels or some other material approved by City Council. The <br />existing building has a stucco finish and the proposed addition for coolers will also be faced with <br />stucco. The separated entrance on the southeast comer of the building will be glass. The <br />proposed exterior finish on the addition complies with City Code. <br /> <br />Waste Storage: City Code requires that ali solid waste and refuse receptacles shalI be stored <br />within a completely screened structure or located indoors, The site plan should be revised to <br />indicate where the refuse receptacles are located and how they are screened. <br /> <br />Access: The site plan proposes to continue utilization of two ex/sting accesses onto Hwy. #'10. <br />The site plan has been forwarded to Mn/DOT for comment. <br /> <br />Future Traffic Pattern Concept: The site plan identifies a future Site modification that would <br />remove the burbing between the liquor store and the Holiday Station to the west and allow traffic <br />to flow between the sites. It is staff's understanding that this modification is conceptual at this <br />point, but will continue to be explored in the future with the adjacent property owner. The site <br />plan also proposed the addition of bituminous surfacing on the west side of the building; the <br />installation of that pavement is being withdrawn from the plan. The site plan should be modified <br />to reflect this change. <br /> <br />Off-Street Parking - Design: In accordance with City Code, all driveways, off-street parking <br />and maneuvering areas are surfaced with bituminous; some of the more recent pavement <br />installations at the front entrance to the site has been installed with the B-6/12 concrete curbing. <br /> <br />Off-Street Parking - Spaces Required: City Code requires one (I) parking space for every 200 <br />square feet of retail space, 3 spaces for each auto repair bay, and 2 spaces for each dwelling unit. <br />There is approximately 3,600 square feet of retail space, 2 service bays (overhead doors at the <br />collision center) and two dwelling units in the house. The number of required, off-street parking <br />spaces for these 3 uses is 28. There are 32 off-street parking areas identified on the site plan; the <br />parking plan complies with City Code: The remainder of the paved parking lot is leased to the <br />adjacent property, owner to the east for used vehicle sales display area. ' <br /> <br />Lighting: All exterior commercial lighting must meet City standards. Shop drawings of all <br />proposed exterior lighting should be submitted for review and approval. <br /> <br />26 <br /> <br /> <br />
