CANOPY COVERS

Mr. Max stated that he is meeting with Kunde Company on December 3 to talk about
possibilities for establishing landscape requirements based on canopy cover rather than number
of stems. Mr. Max will report back with his findings at the December 19 Task Force meeting.

RELEAF GRANT

Ms. Strommen stated that she has had discussions with Parks Supervisor Mark Boos regarding
the LCMR grant the City received and the detail of tree inventory that would be included as part
of that grant. Mr. Boos has confirmed that the level of detail the Task Force is looking for will
not be attained in his grant work.

It was the consensus of those present that Environmental Specialist Bruce Bacon and
Community Development Assistant Chris Anderson should draft an application for the Releaf
grant for the purpose of compiling a tree inventory for Ramsey.

DENSITY TRANSITIONING

A brief discussion ensued regarding the City's new density transitioning requirements and what
enforcement capabilities the City has to ensure that the homeowner does not eliminate or reduce
the density transition amenities the developer of the property was required to install or preserve.

Motion by Committee Member Connolly and seconded by Committee Member Dvorak to delay
discussion of density transition enforcement standards until a regular meeting in January, or
when the Committee has completed drafting the tree preservation ordinance, whichever occurs
first.

Motion carried. Voting Yes: Chaiperson McDilda, Committee Members Max, Strommen,
Connolly, Dvorak, Sitz. Voting No: None. Absent: Committee Members Cook, Marshall and
Reeve.

The members discussed the need for this group to perform on a permanent basis to monitor
impact of development on the environment.

TREE ORDINANCE WORK SESSION

Chairperson McDilda stated that at the next regular meeting of this committee, he will provide an
update of how many sections and pages of the draft ordinance have been reviewed and how
many sections and pages remain to be reviewed.

· Tree Planting, Maintenance, and Removal

1. Tree Planting, Maintenance and Removal

Selected text was: "The Environmental Specialist shall establish rules and regulations for
the planting of trees, shrubs, or other plants on any public right-of-way or public place in
