the City and it shall be unlawful for any person to plant upon any public right-of-way or <br />other public place in the City, trees, shrubs, or other plants except as prescribed in such <br />rules and regulations. The rules and regulations shall contain: (a) spacing requirements <br />for trees, shrubs, or other plants; (b) the type of trees, shrubs, or other plants which may <br />be planted and maintained on any public right-of-way or other public place; and (c) <br />requirements for maintenance, trimming, and removal of trees and plants upon the public <br />right-of-way or other public place." <br /> <br />The following optional text was also selected but it is noted that it should be at the <br />beginning of the ordinance in the Purpose section: "It is the public policy of the City of <br />Ramsey to maintain existing trees and to provide for and encourage the planting of new <br />trees within Ramsey to the greatest extent possible." <br /> <br />2. Tree Species for Planting <br /> <br />Selected text was: "The Environmental Specialist shall consider all existing and future <br />utility and environmental factors when recommending a specific species for each of the <br />streets and other public sites of the municipality. All trees chosen shall be native and/or <br />adaptable to this region and climate. (Note See 'Recommended Tree List' as compiled <br />and adopted by the City of Ramsey.) No trees and/or shrubs may be used whose root <br />growth may damage nearby utilities or pavement." <br /> <br />3. Official Tree List <br /> <br />Selected text was: "Copies of the lists of desirable and undesirable trees shall be <br />maintained at the Community Development office and shall be made available to the <br />public. The City of Ramsey shall maintain an extensive list of recommended trees for <br />planting in public areas. The purpose of this listing will be to maintain diversity in the <br />total tree population. This list shall be available to residents of the City upon request to <br />aid in the selection of trees for private and public properties. The list of recommended <br />trees shall be updated periodically to reflect new developments or species that will affect <br />the population of the community forest." <br /> <br />4. Prohibited Species <br /> <br />Selected text was: "Lists of trees not suitable for planting will also be created by the ' <br />Environmental Policy Task Force." <br /> <br />5. Size of Trees at Planting <br /> <br />Selected text was: "For all required plantings, deciduous trees shall be a minimum of two <br />and one-half (2-1/2) inches in caliper at planting and all evergreen trees shall be a <br />minimum of five (5) feet in height at planting." <br /> <br /> <br />
