Absent: Committee Members Connolly, <br /> <br />Motion by Committee Member Cook and seconded by Committee Member Dvorak to approve <br />the Website page for the EPTF, with objectives as amended, and direct Mr. McDilda and Ms. <br />Frolik to submit the document to the Assistant City Administrator for inclusion in the City's <br />website. <br /> <br />Motion carried. Absent: Committee Members Connolly, <br /> <br />It was noted that on August 13, an oak wilt problem in Traprock Commons was brought to the <br />attention of City Council. Ms. Frolik recalled that the issue was forwarded to Environmental <br />Specialist Bruce Bacon. The Committee suggested that the August 29 Task Force agenda <br />include an update on that issue from Mr. Bacon. <br /> <br />DISCUSSION REGARDING CONSULTANT SERVICES PROVIDED BY PRO- <br />SOURCE TECHNOLOGIES <br /> <br />Ms. Frolik stated that following a mid-year budget review by City Staff, it is apparent that <br />spending must be reduced in all areas. It is being requested that Pro-Source's participation in the <br />EPTF meetings be on an as-needed basis rather than regular attendance at all meetings. Mr. <br />McDilda stated that he would utilize his lap top equipment and assume Pro-Source's function of <br />facilitating the drafting of the ordinance by implementing the selected text. It was agreed that <br />Pro-Source's services could be more efficiently utilized on technical matters relating to <br />environmental issues and policies. <br /> <br />TREE ORDINANCE WORK SESSION <br /> <br />Authority and Power <br /> <br />1. Statement of Home Rule <br /> <br />Ms. Frolik was directed to provide Mr. McDilda and Mr. Whittington the standard home rule <br />charter enabling language for ordinances. <br /> <br />2. City's Right to Plant, Maintain and Remove Trees on Public Property <br /> <br />Selected text was: "The City shall have the right, but does not have the obligation, to plant, <br />prune, maintain and remove trees, plants and shrubs within the public right-of-way of all streets, <br />alleys, avenues, lanes, squares and public grounds, as may be necessary to insure public safety or <br />to preserve or enhance the symmetry and beauty of such public grounds. No trees, brush, vines, <br />shrubs and/or ground cover are to be removed by anyone, including adjacent land owners or <br /> <br /> <br />
