Character and Beauty Benefit: Mr. McDilda was directed to draft some language that would <br />include the following phrases: buffer different land uses; it is necessary for the beautification of <br />the City of Ramsey; visual screening in transition zones; enhances the character of the City and <br />its neighborhoods; natural and rural atmosphere; quality of life; to protect, preserve and promote <br />the aesthetic appeal, character and value of the surrounding neighborhoods. <br /> <br />Wildlife Habitat Benefit: Desirable habitat for wildlife. <br /> <br />Energy Conservation Benefit: Provide for shade, windbreaks and the cooling of air; thereby, <br />reducing the requirements for air conditioning and heating and the utilization of scarce energy <br />sources. <br /> <br />Air and Water Quality Benefit: Trees have an important role in neutralizing waste water <br />passing from the surface of the ground to the ground water aquifer; maintaining permeable land <br />areas essential to surface water management and aquifer recharge; aid in the purification of the <br />air through the removal of harmful carbon dioxide, the generation of oxygen and precipitation of <br />dust and other airborne pollutants. <br /> <br />Economic and Social Benefit: . To safeguard and enhance the property values and to protect <br />public and private investments. To preserve and protect the unique identity and environment of <br />the City of Ramsey and develop the economic base attracted to the City of Ramsey by such <br />factors. Ramsey, Minnesota is situated in an area covered with a variety of trees and shrubs that <br />are a vital part of the heritage passed to us by nature and our forefathers. However, there is <br />much concern over the recent indiscriminate destruction of trees in both public and private <br />places. <br /> <br />Erosion and Flood Control Benefit: Aid in the control of drainage and restoration of denuded <br />soil subsequent to construction or grading; aid in the stabilization of soil by the prevention of <br />erosion and sedimentation; reduce stormwater runoff and the costs associated therewith and <br />replenish groundwater supplies. <br /> <br />Pollution Prevention Benefit: Reducing air pollution; aiding in noise, glare and heat <br />abatement. <br /> <br />Water Conservation Benefit: A set of landscape design and maintenance principles which <br />promote the use of appropriate plant materials that do not require special attention and which <br />require little supplemental water to grow properly. <br /> <br />Protection from Weather Benefit: Provide protection against severe weather; moderate the <br />local climate. <br /> <br />Findings: The City Council of the City of Ramsey does hereby find as follows: <br />Disease or Insect Control Findings: Whereas, certain trees become the victims of phloem <br />necrosis and of Dutch elm disease; and, Whereas, said diseases (and insects and environmental <br />stress) spread and jeopardize the health of other trees. <br /> <br /> <br />
