Upon inquiry, Ms. Frolik stated that the ordinance has to be presented to City Council twice; <br />once for introduction and then for adoption. There must be at least 3 days between introduction <br />and adoption. Following adoption, it is published in the Anoka Union and it becomes effective <br />30 days after publication. <br /> <br />The consensus was that the committee will have to meet more than once a month to meet the <br />proposed timetable. The committee decided to meet the first Monday and the third Thursday of <br />each month, with an extra meeting on August 29. <br /> <br />It was agreed that a future agenda item shall be the establishment of the scope and objectives of <br />the Environmental Policy Task Force. Mr. Max volunteered to start drafting the scope of this <br />Task Force. <br /> <br />Ms. Frolik was asked to try and keep a list of future agenda items based on committee <br />discussions. <br /> <br />The Committee proceeded to respond to the interview questions on the Tree Preservation <br />Ordinance Software. <br /> <br />Motion by Committee Member Dvorak and seconded by Committee Member Connolly to <br />establish a minimum quorum of five (5) for Task Force action items. <br /> <br />Motion carried. Voting Yes: Chairperson McDilda, Committee Members Dvorak, Connolly, <br />Cook, Marshall, Max, Sitz, Strommen. Voting No: None. Absent: Committee Member Brauer. <br /> <br />Motion by Committee Member Cook and seconded by Committee Member Connolly to establish <br />that any action item by a quorum of 5 members may only be accomplished by a super majority <br />vote versus a simple majority. <br /> <br />Amendment by Committee Member Dvorak and seconded by Committee Member Connolly that <br />when there is action taken by a quorum of five (5), one of the 5 members must be the Chair or <br />the Vice-Chairperson. <br /> <br />Amendment carried. Voting Yes: Chairperson McDilda, Committee Members Dvorak, <br />Connolly, Cook, Marshall, Max, Sitz, Strommen. Voting No: None. Absent: Committee <br />Member Brauer. <br /> <br />Motion carried. Absent: Committee Member Brauer. <br /> <br />The Committee requested that Community Development Secretary JoAnn Shaw amend the list <br />of Committee members by the addition of the member street addresses. <br /> <br />Mr. Bacon distributed copies of "Principles of Community Based Resource Management" for the <br />committee's information purposes. <br /> <br />Mr. Boos volunteered to provide the Committee with what the City is currently enforcing with <br />respect to diseased trees.
