CASE <br /> <br />1990 FIRE PROTECTION CONTRACT WITH THE <br />ANOKA-CHAMPLIN JOINT FIRE DEPARTMENT <br />By: Dave Hartley, City Administrator <br /> <br />Background: <br /> <br />In years past, the City of Ramsey has contracted with the Anoka-Champlin Joint Fire Department <br />for fire protection and emergency rescue services. The contract with Anoka-Champlin calls for a <br />two year written notice before cancellation. On November 23, 1988 notice was given that it was <br />the intention of the City of Ramsey to discontinue fire protection at the end of 1990. The contract <br />submitted to the City of Ramsey by the Anoka-Champlin Joint Fire Department did not make that <br />fact clear. Therefore, City Attorney Bill Goodrich has redrafted the contract and submits it for <br />your consideration. <br /> <br />At the last City Council meeting, a question was raised as to how the City of Ramsey Fire <br />Department intends to deliver rescue services after the termination of the Anoka-Champlin Joint <br />Fire Department contract. It is the intention of the Ramsey Fire Deparanent to deliver non-medical <br />rescue services at the same level as has been provided by Anoka-Champlin and Elk River in the <br />past. This includes responding to all non-medical emergency 911 calls, including water rescue. <br />Each of the fare fighters in Ramsey has been trained as a First Responder and will be equipped with <br />the knowledge and tools to deliver), basic rescue services. <br /> <br />Note that medical rescue is not provided by the Anoka-Champlin Joint Fire Department and is not <br />anticipated as a service to be delivered by the Ramsey Fire Department. <br /> <br />Recommendation: <br /> <br />It is the recommendation of Fire Chief Bruce Hoeke and City Administrator Dave Hartley to have <br />the Ramsey City Council enter into this a~eement with the Anoka-Champlin Joint Fire Department <br />for the calendar year of 1990. <br /> <br />Council Action: <br /> <br />Motion to authorize the Mayor and Cit-), Administrator to, on behalf of the City of Ramsey, enter <br />into a contract for fire protection and emergency rescue services for the calendar year of 1990 with <br />the Anoka-Champlin Joint Fire Department. <br /> <br />Review Checklist: <br /> <br />City Administrator <br />City Attorney <br />City Engineer <br />Community Development Director <br /> <br />· X Chief of Police <br />· X Fire Chief .X, <br /> Planning & Zoning Comm. <br /> Park & Recreation Comm. <br /> <br /> <br />
