Demonstrate by personal example the desired standards of conduct and work <br /> performance for all personnel. <br /> <br />C. <br /> <br />Provide professional engineering counsel. <br />1. Provide professional engineering counsel to the City Administrator, Planning <br /> Commission and the Council on projects and programs as requested with the objective <br /> of developing sound and innovative programs, with alternatives, which will meet the <br /> needs of the community most effectively. <br />2. Directs the maintenance of appropriate engineering files, records and maps for ready <br /> reference when needed. <br /> <br />Establish an Engineering Department to meet the needs of the Cily. <br />1. Participate in and effectively recommend the selection of qualified personnel for whom <br /> accountable and directs their orientation and training to achieve the desired level of <br /> work performance. <br />2. Develop effective channels of communication within the Engineering Department to <br /> insure a clear understanding and interpretation of departmental policies, practices and <br /> standards so as to assure consistent and timely application. <br /> Assure effective use is being made of all available personnel and equipment. <br /> Continually evaluate the results being achieved in each area in relation to projected <br /> goals and make changes in organization and staffing as may be justified. <br /> Maintain discipline, which may involve temporary suspension of employees, reviewing <br /> and adjusting grievances, and participation in matters relating to hiring, discharge, <br /> promotion or effectively recommending same. <br /> Conduct effective performance reviews in accordance with established City policies and <br /> recommend salary adjustments, promotions, transfers or terminations based upon <br /> demonstrated work pedormance. <br /> <br />o <br /> <br />Eo <br /> <br />Develop and Prepare a capital improvements program. <br />1. Establish priorities for short- and long-range projects and coordinate implementation <br /> as may be required. <br /> <br />Develop, prepare and recommend a Engineering/Public Works budget program. <br />1. Work with the Public Works Supervisor to establish a comprehensive budget. <br />2. Provide supporting data to justify major items in budget covering areas of public <br /> works and inspection. <br />3. Review and control expenditures in line with budget as projected. <br /> <br />G <br /> <br />Establish and maintain a computer based mapping system. <br />1. Direct the development of a computer based mapping system to meet the needs of all <br /> City Departments. <br /> Maintain and update information on mapping system and database within a reasonable <br /> time from when date of information change. <br /> Produce maps, charts, and drawings to support other departments. <br /> <br /> <br />
