In most circumstances related to the <br />implementation of day-to-day department functions, the City Engineer makes final decisions and <br />recommendations with a wide latitude for independent judgment and action. On matters of <br />broader scope, variations from policy (formal or informal), and major cost, the approval of the <br />City Administrator and/or the City Council is obtained.
