Over the past 18
months, with the addition of the Fire Department and the need for space for the Community
Development and Finance Department expansions, the possibilities for more City Hall
office space have reached a limit. Since there are no immediate plans to either expand the
current facility, build a separate "campus" type of setting or lease temporary space, I am
planning to do some space juggling within our current conf'mes.

Observations:

Police Officer Jeff Arneson has explored our current and near future computer capabilities
as a part of the space needs for the Police Department. When the Finance Office is
completely off the TI system, the police will be able to use the entire capacity of that
system. Currently our ENFORS records system utilizes the TI hardware and we are
interfaced with the state and National computerized records. We have also acquired an
IBM PC from Administration and an older model printer. In the attached documents,
Officer Arneson has laid out his plan for equipment acquisition and space utilization. It is a
good plan and will allow us to expand our computer capabilities while at the same time
squeeze in a Detective's office and a Data Entry area for Linda Aaseby. By using vertical
storage in the squad room, we can make room for the main frame computer and printer(s).

I feel the costs you see in Officer Arneson's report are as minimal as they can be to achieve
what is absolutely necessary if we are to remain efficient in our duties. This will provide
the Police Department with a maxxed out work area that will, I expect, suffice until a
decision can be made about future City facility expansion.

Officer Arneson is also evaluation an ENFORS software program called Case Writer that
would allow us to use a narrative report writing concept with our present ENFORS records
software. By doing so, our entire records system will be inter-related and we can call up
all aspects of a case in one report. This package costs around $3,000.00 and I hope to
include it in the 1991 budget request, depending on Jeff's findings and recommendations.

This office/equipment remodeling and acquisition is not a 1990 budgeted item. I have
discussed it with Sandra Ashley, Finance Officer, and there appears to be a funding source
for this rather modest plan. I will address that further during discussion of this case.

Review Checklist:

City Administrator
City Attorney
City Engineer
Community Development Director
Public Works Supervisor

X Chief of Police X
Finance Officer X
Planning & Zoning Commission
Park & Recreation Commission
Other

/00
