On November 16, 1988, Staff recomn~nd that an environmental assessment worksheet (EAW) be
<br />ordered for Ce. dar Hills, Windemer~ Wood and Chestnut Hills Additions when thc city receives the
<br />sketch plan for Chestnut Hills Addition. On ]anuary 3, 19gE, the Ramsey Planning and Zoning
<br />Commission passed a motion to recommend to City Council to order an EAW for the three
<br />developments and resubmit the sketch plan for Chestnut Hills Addition with correct right of way
<br />woods and lot areas. On January 10, 1989, the Ramsey CiD' Council ordered the preparation of an
<br />environmental assessment worksheet for EQB approval relating to the pros development of Cedar
<br />HiIls, Chestnut Hills and Windemere Woods Additions. The EAW was duly submitted for agency
<br />review on February 24, 1989. On April 25, 1989, the Ramsey City Council adopted the findings
<br />of Fact ~<)251: Chestnut Hills Environmental Assessment Worksheet and Resolution #89-04-84..
<br />On Ma)' 11, 1989, the City of Ramscy received a letter from the hLinncsota Environmental Qualit5,:
<br />Board (EQB) acknowledging receipt of a negative declaration a~;d indicating that no ElS would bc
<br />prepared for Chestnut I-Ells, Cedar Hills, and Windemcre Woods.

<br />Thc significant results of the EAW identified three principal subject are. as.
<br />
<br />Wetlands: Thc plan proposes to minimize impact on existing wetlands by
<br />preserving ma)or wcttand areas. Encroachment of a small wetland will be mitigated
<br />by creation of a wetland in the park and on the mar yards of adjoining lots.

<br />Traffic: The major volume of ~'affic from this development will outle~ on Count),
<br />Road # 116 from Magnesium Street. Traffic going west will utilize the su'eets in
<br />Cedar Hills and an outlet to Sunfish Lake Boulevard using a proposed street south
<br />of the Hunter's Hills Addition. This new street will be required as part of the
<br />development of Cedar Hills and Chestnut Hills. MnDOT does not foresee an5,
<br />major impacts on T.H.'s 10 and 47 created by these developments.

<br />Sewer Service: Currently this project is located outside of the 1990 urban service
<br />area. Therefore, final project approval will be contingent on the expansion of the
<br />MUSA boundary, by Metropolitan council. The c/t5, has submitted an amendment to
<br />it's comprehensive plan to expand the MUSA boundary to encompass the project
<br />
<br />On January 3, 1989, the Ramsey Planning and Zoning Commission approved to concept of
<br />Chestnut Hills Addition and instructed the developer to proceed to the preliminary plat stage
<br />provided the major subdivision streets meet the 66 foot width requirement and lots meet minimum
<br />size and area requirements.

<br />The City Staff has been working closely with Merror>olitan Council in expanding its MUSA
<br />bound .ary since the sphng of !987. On Jul)' 13, 19~9, Me~-opolitan Council autho,-ized, the
<br />expansmn of the MUSA bounda.D,, to include the area of the proposed Cedar Hills and Chestnut
<br />Hills Additions.
