Re <br /> <br />On August 22, <br />Acre Estates <br />Residential. <br /> <br />1989, the City Council rezoned Outlot B, Rum <br />from R-IR Rural Residential to R-IU Urban <br /> <br />On August 29, 1989, City Council adopted Resolution 89-08- <br />232 approving the Juniper Woods Addition subject to providing <br />a paved bituminous street to 153rd Avenue prior to the <br />issuance of building permits. <br /> <br />On August 29, 1989, a public hearing was held in regard to the <br />feasibility of utilities for the Juniper Woods Addition which~ <br />included a proposal to provide a drainage outlet to the Rum <br />River through Rum Acre Estates. Plans and specifications for <br />the project were ordered following the public hearing. <br /> <br />On January 23, 1990 and also April 10, 1990, resolutions were <br />approved granting the extension of the recording of the final <br />plat. <br /> <br />On March 10, 1990, City Council approved plans and <br />specifications for construction of Improvement Projects 87- <br />27 and 89-14 which included construction of sanitary sewer, <br />watermain, storm sewer and streets. The plans were prepared <br />in accordance with the feasibility study with the exception <br />of the drainage. In lieu of constructing a storm sewer outlet <br />into the Rum River, a retention pond providing capacity for <br />a 100 year storm was proposed on Lot 1, Block 5, Rum Acre <br />Estates. Reasons for the change were to eliminate point <br />source.of discharge into the Rum River, disruption of the <br />river bank and elimination of impacts on Lots 3 and 4, <br />Block 4, Rum River Acres. The.changes were made to comply <br />with the proposed standards of Lower Rum River Water <br />Management Organization which requires development of on-site <br />sediment basins in areas of new development and redevelopment <br />discharging to Class I waters. The pond was constructed as <br />a retention basin which percolates, into the ground water. <br /> <br />On April 24, 1990 bids. were received for the utility and <br />streets and the City Council awarded the project to Annandale <br />Contracting, Inc. <br /> <br />On May 3, 1990, construction of the utilities began. <br /> <br />On May 9, 1990, the contractor began the construction of the <br />retention basin on Lot 1, Block 5, Rum Acre Estates. Plans <br />call for seeding of the retention basin following the <br />construction of sto_~m sewer from Phase I of Juniper Woods. <br /> <br /> <br />
