suggested that Chairperson McDilda reinforce the need to get the Task Force back to a full <br />complement via a memo to the Personnel Committee and copy the remaining Councilmembers <br /> <br />Case #2: Enforcement of Tree Preservation Ordinance <br /> <br />It was noted that the tree ordinance requires placement of tree save fences at the dripline of trees, <br />not around the trunk. Staff was asked to make sure that this requirement is shown on tree plans <br />and enforced in the field; also that no grading should occur until the tree save fences are in place. <br />Ms. Frolik recalled for the record that at the last meeting, the affect of the tree preservation plan <br />on future private property owners was discussed. The consensus was that once the property is <br />privately owned, the City cannot force the private property owner to preserve the trees identified <br />on the plan, unless the trees were for density transition purposes. <br /> <br />As an aside, Staff was asked to see that The Ramsey Tree Book is included in the New Resident <br />Packets or distributed with recycling bins. <br /> <br />Case #3: Discuss Wetland and Greenspaee Conservation Regulations <br /> <br />Ms. Strommen distributed copies of a document entitled: "Drafting Effective Lake, Stream and <br />Wetland Buffer Ordinances". <br /> <br />Mr. McDilda suggested that the EPTF review these materials and be prepared to commence <br />working on an ordinance draft at the next meeting. Mr. McDilda volunteered to get copies of <br />similar ordinances from the communities of Woodbury and Stillwater. <br /> <br />Mr. Max said that he has not been able to find out if Lino Lakes has a current wetland ordinance <br />that Ramsey can review. Ms. Frolik stated that the Planning Department is working with <br />Hoisington Koegler to complete the update of the Zoning Chapter per the new Comprehensive <br />Plan. The final sections being worked are the environmental sections. Staff is meeting HKG <br />October 29, and hopefully they will have the first draft of the amendments. If so, she will <br />provide EPTF with copies of same. <br /> <br />Case #4: NUCFAC Urban Forest Projects <br /> <br />Mr. McDilda distributed copies of the pre-proposal forms for the NUCFAC Grant. He will <br />follow up directly with Bruce Bacon regarding a possible grant application. Bruce Bacon should <br />be present at the next meeting to discuss the NUCFAC grant in more detail. <br /> <br />Case #5: Other Ongoing Projects <br /> <br />The consensus of the EPTF was to invite the appropriate persons to a special meeting of the Task <br />Force to present overviews of the following projects: Releaf Grant, Greenway Corridor, and <br />Lower Rum River Water Management Organization. This meeting should be scheduled at the <br />Fire Station so it can be televised. <br /> <br />Case #6: Consider Appointment from Park Commission <br /> <br />Mr. McDilda noted that the Park Commission has appointed Jon Olds as the EPTF Liaison to <br />replace Michael Rolfe. However, Jon Olds cannot start attending EPTF meetings until January, <br />2004. <br /> <br /> <br />
