CASE # 7 <br /> <br />CONSIDER JOINT POWERS AGREEMENT <br />AND USE OF CDBG FUNDS <br /> By: Merland Otto <br /> <br />Background: <br /> <br />The 1989 improvements at River's Bend Park were funded through the use of Community <br />Development Block Grant (CDBG) funds with specific emphasis on making the park accessible to <br />seniors and handicapped individuals. Due to the County Road #116 bridge construction, <br />anticipated construction traffic, and concern over the load bearing capacity, the access road from <br />the parking lot to the County right-of-way was not paved. <br /> <br />I have talked with Anoka County Project Inspector Bill Howard about the possibility of paving the <br />access road as part of the County's paving project. He indicated that this could likely be done very <br />cost effectively since their unit prices are very favorable on the County Road #116 job. <br /> <br />Using their unit prices, paving the remaining access road and subgrade correction should be less <br />than $6,000. In reviewing project records, the use of $136,352.24 has been authorized for the <br />project by the CDBG coordinator rather than the budget of $129,500. The pavement costs would, <br />therefore, be covered under the 1989 CDBG funding authorization ($6,852 additional funds vs. <br />$6,000 estimated project cost). <br /> <br />A joint powers agreement would need to be entered into with the County for this work. <br /> <br />On a separate account, the City has used CDBG funds to establish a revolving loan program for <br />economic development. Due to the administrative expenses and staff time involved, this has not <br />been an effective program. The City has approximately $25,500 from this defunct program which <br />must be reallocated within 18 months or the City loses the funds. A suggestion has been made to <br />reallocate those funds for continued improvements at River's Bend Park with emphasis on <br />handicapped accessibility and senior needs (additional handrails, benches, concrete pads for tables, <br />etc.). The Council will need to set a public hearing date for the proposed reallocation of funds for <br />this use or any alternative use. <br /> <br />Recommendation: <br /> <br /> 1) Adopt resolution authorizing the Mayor and City Administrator to enter into a joint <br />powers agreement with Anoka County to pave the access road under the County Road #116 <br />project. <br /> <br /> 2) Set public hearing date for the re-use of CDBG funds from the revolving loan fund <br />for additional park improvements at River's Bend Park. <br /> <br />Council Action: <br /> <br /> 1) Motion to adopt/not adopt Resolution 090-07- authorizing the Mayor and City <br />Administrator to enter into a joint powers agreement with Anoka County in an amount not to <br />exceed $6,500 for paving the access road under the County Road #116 project. <br /> <br /> 2) Motion to schedule a public hearing at ~ p.m. on for the <br />purpose of reusing CDBG revolving loan funds for park improvements at River's Bend Park. <br /> <br />Review Checklist: <br /> <br />City Administrator X <br />City Attorney <br />City Engineer X <br />Community Development Director <br /> <br />Chief of Police <br />Finance Officer <br />Public Works Supervisor <br />Other <br /> <br />/06 <br /> <br /> <br />
