Goodrich, City Attorney

BACKGROUND:

I have reviewed the SCORE Legislation which pertains specifically
to curbside recycling. On this subject the legislation requires
that the counties require that cities provide "Recycling
Opportunities" which "opportunities" must, for cities of 5,000
population and lying in the Metropolitan area include:

"monthly pickup of at least four recyclable materials in
cities of the first and second class and cities with
5,000 or more population in the metropolitan area."

This provision is clear in its curbside pickup requirement. In
addition, I have spoken with Barb Johnson of the office of Waste
Management who confirmed the State's position that this curbside
recycling is mandatory for Ramsey, even in our more rural areas.

COUNCIL ACTION:

The above is basically informational, however, I will be available
to answer any questions you may have on this subject.

Review Checklist:

Administrator X
Attorney X
Engineer
Community Develop-
ment Director X
Environmental X
Specialist

Chief of Police
Finance officer
Public Works Superintendent
Other
Fire Chief

X
