That the Applicant appeared before the Planning and Zoning Commission for a public hearing pursuant to Sections 170.013C and 170.016K of the City Code on December 5, 1989 and that said public hearing was properly advertised and that the minutes of said public hearing are hereby incorporated by reference. That the property, which is proposed to be named Fox Ridge Estates, is legally described as follows: The North Half of the Northwest Quarter, the North Half of the South Half of the Northwest Quarter, and that pan of the West Half of the Northeast Quarter lying west of the center line of State Highway ~v,47, all in Section I 1, Township 32, Range 25, Anoka County, Minnesota.
